We report measurements of the inclusive electron momentum spectra in decays of charged and neutral $B$ mesons, and of the ratio of semileptonic branching fractions $\mathcal{B}({B}^{+}\ensuremath{\rightarrow}Xe\ensuremath{\nu})$ and $\mathcal{B}({B}^{0}\ensuremath{\rightarrow}Xe\ensuremath{\nu})$. These were performed on a sample of $231\ifmmode\times\else\texttimes\fi{}{10}^{6}$ $B\overline{B}$ events recorded with the BABAR detector at the $\ensuremath{\Upsilon}(4S)$ resonance. Events are selected by fully reconstructing a hadronic decay of one $B$ meson and identifying an electron among the decay products of the recoiling $\overline{B}$ meson. We obtain $\mathcal{B}({B}^{+}\ensuremath{\rightarrow}Xe\ensuremath{\nu})/\mathcal{B}({B}^{0}\ensuremath{\rightarrow}Xe\ensuremath{\nu})=1.074\ifmmode\pm\else\textpm\fi{}{0.041}_{(\mathrm{stat})}\ifmmode\pm\else\textpm\fi{}{0.026}_{(\mathrm{syst})}$.
