We present experimental inelastic x-ray scattering (IXS) and ab initio time-dependent density-functional-theory (TDDFT) studies of ${\text{YBa}}_{2}{\text{Cu}}_{3}{\text{O}}_{7\ensuremath{-}\ensuremath{\delta}}$. The response of the low-lying $\text{Ba}\text{ }5p$ and $\text{Y}\text{ }4p$ core electrons is shown to interact strongly with the $\text{Cu}\text{ }3d$ and $\text{O}\text{ }2p$ excitations, with important consequences on screening.
