In $SU(N)$ gauge theories without dynamical quarks, we discuss how configurations with fractional ${\mathbb{Z}}_{N}$ magnetic charge also have fractional topological charge, $\ensuremath{\sim}1/N$, and dominate topologically nontrivial fluctuations in the confining vacuum.
