This work develops and validates a theory for how cyclones in rapidly rotating turbulent fluids penetrate into adjacent stably-stratified fluid layers. Cyclones have a generic shape in two-layer fluids and the ratio of the penetration depth to the cyclone diameter is related to the background conditions and cyclone intensity
