The tensor-Pomeron model is applied to low-$x$ deep inelastic lepton-nucleon scattering and photoproduction. We consider c.m. energies in the range 6--318 GeV and ${Q}^{2}<50\text{ }\text{ }{\mathrm{GeV}}^{2}$.
