Bulk magnetic measurements and inelastic neutron scattering were used to investigate the magnetic properties of ${\mathrm{BaCuSi}}_{2}$${\mathrm{O}}_{6}$, a quasi-two-dimensional antiferromagnet with a square-lattice bilayer structure.
