Fitting ${Z}^{0}$-pole data from ALEPH and SLD, and TPC data at a lower c.m.s. energy, we fix the boundary condition for NLO $\mathrm{parton}\ensuremath{\rightarrow}\mathrm{hadron}\mathrm{}$ $(\mathrm{hadron}={\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{,K}^{\ifmmode\pm\else\textpm\fi{}},{\ensuremath{\sum}}_{h}{h}^{\ifmmode\pm\else\textpm\fi{}})$ fragmentation functions (FFs) at the low resolution scale of the radiative parton model of Gl\"uck, Reya and Vogt (GRV).
