Within the standard model with the 4th generation quarks ${b}^{\ensuremath{'}}$ and ${t}^{\ensuremath{'}}$ we have analyzed $CP$-violating flavor changing neutral current processes $t\ensuremath{\rightarrow}cX$, ${b}^{\ensuremath{'}}\ensuremath{\rightarrow}sX$, ${b}^{\ensuremath{'}}\ensuremath{\rightarrow}bX$, ${t}^{\ensuremath{'}}\ensuremath{\rightarrow}cX$, and ${t}^{\ensuremath{'}}\ensuremath{\rightarrow}tX$, with $X=H,Z,\ensuremath{\gamma},g$, by constructing and employing a global, unique fit for the 4th generation mass mixing matrix (CKM4) at $300\ensuremath{\le}{m}_{{t}^{\ensuremath{'}}}\ensuremath{\le}700\text{ }\text{ }\mathrm{GeV}$.
