Metamaterials are known to exhibit a variety of electromagnetic properties nonexisting in nature. We show that an all-dielectric (nonmagnetic) system consisting of deep-subwavelength, high-permittivity resonant spheres possesses effective negative magnetic permeability (dielectric permittivity being positive and small).
