There were strict legal regulations excluding them from schools. Medical assessments were used for care decisions. Nevertheless many parents decided to care for their disabled child at home within the family. Ukraine became an independent country in 1991, when communism was replaced by liberal democracy within a free market system. Western solutions have been sought for many social problems existing, but ‘hidden,’ under the old regime. For more of the parents of disabled children, this has meant embracing ideas of caring for their disabled children in the community, and providing for their social, educational, and medical needs, which have previously been denied. The issue of disability is a serious one for Ukraine where the nuclear disaster at Chernobyl in 1986 caused extensive radiation poisoning. This almost certainly led to an increase in the number of disabled children being born and an increase in the incidence of various forms of cancer. This paper is based on a series of observation visits to some of the many self-help groups established by parents, usually mothers, for their disabled children. It draws attention to the emotional stress experienced both by parents and their disabled children in the process of attempting to come to terms with the disabling conditions, and the denial of the normal rights of childhood resulting from prejudice, poor resources, ignorance, and restrictive legislation. Attempts have been made to identify the possible role and tasks of professional social workers within this context. International comparisons show that many parents and their children do not benefit from the medical model of disability, and that serious consequences include the development of depressive illness among those who find that little help is available from public services. The tremendous diversity of the antibody specificity repertoire stems from the ability of each developing B cell to select one out of many possible variable, diversity, and joining gene segments … The tremendous diversity of the antibody specificity repertoire stems from the ability of each developing B cell to select one out of many possible variable, diversity, and joining gene segments by specific rearrangement of the DNA. The mechanism by which V region gene segments is selected is not known. Moreover, evidence for both random and nonrandom expression of VH genes in mature B cells has been presented previously. In this report, the technique of in situ hybridization is used to accurately measure at the single cell level VH gene family expression in LPS-induced cells from several strains. In this way, at least one-third of the B cells are stimulated and a large sampling of activated splenocytes from each strain analyzed. The use of in situ hybridization eliminates any potential biases resulting from transformation protocols. In addition, because all populations of cells are analyzed by both in situ hybridization and immunocytochemical staining with anti-IgM, the proportion of cells detected by in situ hybridization could be compared with the proportion of B cells, blasts, and plasma cells in the population. It was concluded from these comparisons that the cells being detected by in situ hybridization under the conditions described are plasmablasts and plasma cells. Therefore, an accurate measure of the functional and expressed VH gene repertoire could be made. The results clearly demonstrate strain-dependent variation in VH gene family expression, particularly VH 7183 and VH J558 with up to three-fold differences observed. Thus, either there is considerable strain variation in the number of functional VH gene family segments or the expression of VH genes is not entirely random.

Special frameworks of public administration of educational change in an information society have been determined. The author has analyzed the categories of the implementation process of educational change. The author has explored the key features of external environment of such activity, formed by regulatory acts for settling relations in a particular area. The author has highlighted a set of contradictions of public management of educational change and recommendations for state agencies regarding the organization of an effective process of implementation of educational change as a social and political process with an emphasis on peculiar properties of the educational change. It is determined that the updated legal and regulatory framework of the educational sector, at the same time, extends the scope of professional freedom of teaching and, hence, sets high requirements for the professionalism of teachers. The change in the focus of educational activity by innovations is declared in terms of practice, interactivity and functionality. The teacher will now create educational and training programs tailored to the needs of students and local communities, will create an open learning environment, taking into account the potential of the school and involving the partners in the educational process. However, it has been proved that the methods of active and problem-searching approach defined in the updated normative provision of education in Ukraine require appropriate conditions for the educational process. An active student becomes an active citizen; school, school environment and class become a micro-society. Like the society itself, the school environment is not devoid of conflicts or problem situations. It is in these conditions that students have the opportunity to learn to consciously identify their own interests and gain experience in civic activity.

Phenomenon of CT has to be studied and understood as one of the essential elements of some more complex entities – higher-order thinking, core of work-related skills, etc. CT skill need to be developed in connection with relevant cognitive and affective dispositions. It is pointed out, therefore, that it is more correct not to be limited by teaching CT but to educate a critical thinker, whose CT skill is relied on base of relevant dispositions. The process of educating a critical thinker, or rather – a person who will have CT, for instance, as element of a set of the core work-related skills, should continue during the kindergarten, school and university education at least. It is substantiated that under conditions of Ukrainian higher education it is expediently to use two interconnected courses in the process of CT education: logic with elements of critical thinking – in frame of the bachelor’s degree studies – and critical thinking on base of logic – in frame of the master’s degree studies.

The article states that integrative principle of national educational system establishment is in its quality. It describes global changes in special education area occurred during the last years. It is acknowledged that Ukraine is reorganizing educational system in order to bring it into accord with market economy requirements and open democratic society under the theme of enabling equitable access to quality education for all children with special educational needs. The point of education is seen as a main educational system transformation instrument, including special education, on competence principles. It is elucidated that separation from established practice of point structurization based on the substantive principle takes place, and it foresees the adequacy of educational content structure to scientific knowledge branches structure. Within competence attitude, concretization of school subjects' quantity is not a point of special education. Instead, identifying outcomes expected to be recovered on the national level are the point. Its comprehensiveness is reverberated in national standards being implemented in Ukraine.

The aim is to study the peculiarities of emotional intelligence changes in the process of social adaptation of foreign students of Ukrainian higher educational institutions of medical profile in the conditions of educational migration. There were formed the observational groups of foreign students, natives from different countries, varying in linguistic affiliation and religion. In the research the Hall Emotional Intelligence Test (EQ test) was used, which gave an opportunity to evaluate the dynamics of emotional intelligence development in the process of learning and social adaptation in relation to the first and last courses at a medical higher education institution. As a result of the conducted researches it is possible to notice a marked increase of the level of emotional intelligence in the process of education and socialization of different ethnic groups of foreign students in Ukraine. At initial values in the first year of study (within 30,0-38 points), which is treated as “low” level, after the end of the sixth course of study this indicator increased to values of 59-72 points, which falls within the limits of values of “average”, and even “high” in English speaking educational groups (Ghana, Nigeria, Sudan). The obtained data have a statistical probability (p <0.05). It is especially important to emphasize the growth of more than 2 times the components of emotional intelligence on the scales “empathy” and “management of other people, emotions” which are crucial for the successful fulfillment of their professional duties as a doctor. At these scales, the indicators reached the “high” level at statistical probability (p <0.05). First-year students from Arab countries had the lowest baseline on the scale of “managing of one’s emotions” (5.9 +0.4), which led to a sufficiently large number of manifestations of deviant behavior, but by the end of the sixth course, this indicator increased to values 10.0+ 0.9 (p <0.05). Accordingly, the deviance of behavioral responses has decreased significantly. In our view, it is expedient to deepen the theoretical analysis of the social-psychological portrait of migrant students with the aim of their effective psychological and pedagogical support in the process of adaptation and assistance while building a professional perspective on the basis of effective development of emotional intelligence.

Differences in the … The article outlines the main prerequisites for the transformation of modern competences in the training process of preschool education specialists (experience of the United Kingdom, Germany, Ukraine). Differences in the training of future preschool education specialists are found in the structure and content of educational programs (curriculums), namely: the bachelor’s training of preschool teachers is applied in Germany, as well as master’s programs for training of preschool education specialists; the development of new forms and methods of teaching occupies an important place in advancing of professional teacher education in the UK; they make it possible to create the future teachers’ ability for independent and critical thinking, the practical application of acquired knowledge and experience in educational research, role-based and simulation modeling, and creative search. In terms of professional competences, the most advanced training system of preschool teachers is revealed in the UK. However, in Germany, the process of training specialists in preschool education area was determined by institutional decisions, where preschool education was a form of childcare and part of social security. The United Kingdom is characterized by a longstanding tradition of a detailed, comprehensive framework of teacher’s competences for training of preschool teachers. Therefore, one of the core competences is professionalism and standards in combination with such competences, as: values, knowledge and skills. As opposed to Germany and the United Kingdom, in Ukraine the formation of key competences in the process of training specialists in preschool education is primarily based on professional basic knowledge and skills, values and attitudes, motives of pedagogical activity.

The teacher’s creativity is described as a complex of intellectual and personality characteristics of the individual, contributing to the independent generation of original ideas and their non-traditional solution. On the basis of comparative experimental research, the level of non-verbal creativity of future teachers of the bordering regions of Ukraine and Poland was revealed in the paper. According to the results of the diagnosis of non-verbal creativity (Torrens methods), the authors conclude that a significant proportion of Ukrainian and Polish students are not able to produce a sufficient number of original ideas in a minimal verbalization (for example, most of the future teachers had the average (47.3% in Ukraine, 45.8% in Poland) and low (respectively 18.7% and 25.8%) levels of non-verbal creativity based on the index of originality). It is emphasized on the need to focus the content of higher education on the development of future teachers’ ability to seek out non-standard options in organizing the pedagogical process, creative modeling of lessons and educational activities, the creation and implementation of original pedagogical ideas, authoring techniques, etc.

Besides, the article shows how the photography club implements such goals, as well as evaluates the effectiveness of its activities. The educational aim of the photography club was to familiarize persons with MSDs with the basic types of working with digital photography and basic computer programmes that enable processing of digital information; to develop their knowledge about the photography and design business, computer skills and independent work skills. The experimental group (EG) consists of 40 leavers (18 males and 22 females) from the Vinnytsia Centre for Social Rehabilitation of Children with Special Needs “Promin”, who were diagnosed with cerebral palsy and six leavers with mild mental disorders. The age requirement for EG is 14-19 years old. The control group (CG) consists of 40 persons diagnosed with CP and seven persons with mild mental disorders (23 males and 17 females). The respondents managed to study different types of shooting: portraits, landscapes, group and individual photography. The photography club used different methods: verbal methods (mini-lectures, stories, explanations, conversations); practical methods (computer exercises, independent work, role-playing games), as well as paid considerable attention to the psychological correction of persons with MSDs. Unfortunately, most options of the respondents for employment are rather passive. Therefore, it is necessary to prepare persons with MSDs for competition in the labour market through psychological training and counselling. It is also crucial to promptly inform them about the dynamics of the labour market. The international relevance of the article lies in an attempt to adjust available electronic and software technologies to labour adaptation of people with MSDs and consider neurophysiological patterns of such a process.

In only 20 countries around the world are Palliative and Hospice Care (PHC) properly integrated into the health care system. Proper PHC organization requires efforts at the public and political levels, a system of regulations. The study was conducted to determine the procedure for providing PHC in Ukraine and to establish its compliance with the needs of the medical community and Ukrainian society. The hierarchical system of legislative acts of Ukraine of PHC provision (Constitution of Ukraine, laws of Ukraine, orders of the Ministry of Health of Ukraine), which is comparable to the guidelines of the World Health Organization, was studied by the method of systematic analysis. Ukraine belongs to the group of countries with separate specialized PHC institutions, but the work of these institutions does not show signs of systemic organization at the state level (Group 3a according to the modified classification of Wright, Lynch & Clark, 2008/2011). In terms of the number of beds, Ukraine is provided with palliative care by 40.5% (1,500 instead of 3,700, which is calculated as 100 beds per 1 million population), with virtually no hospices at home. It is established that not all the main directions of PHC system development meet the modern needs of the medical community and Ukrainian society. It is considered necessary to study the experience of more successful PHC organization in Group 4b by Wright, Lynch & Clark’s countries classification. Keywords: public health, legal support, incurable diseases.

The article considers the problem of valeological (health saving) competence formation in non-medical students. Health saving competencies are based on a healthy lifestyle, safe behavior practices and the ability to provide emergency pre-hospital care to victims in critical situations. The formation of valeological competence in non-medical takes place during the study of valeological disciplines (including "Fundamentals of Medical Knowledge", "Health Pedagogy" and others) in higher education institutions (HEI). Since the spring of 2019, the teaching of these disciplines is forced to take place in distance form. The purpose of the article. To compare the formation of valeological competence in students of the same educational level who were trained in a standardized valeological program in conditions of classroom and distance learning. Research methods. The study used methods: qualimetric and expert assessments – to form a factor-criterion model of valeological competence, pedagogical experiment and mathematical statistics – to calculate and compare the results of the formation of valeological competence, randomization – to form comparison groups. The main results of the study. It is established that valeological competence and the vast majority of its components (13/14) are better formed during classroom training. Thus, a high level of competence (75–100%) was reached by 14.4% of students who studied in the classroom form (offline), and only 10.1% of students who studied in the distance form (online). Possible reasons for this difference are the need to conduct classroom classes (trainings, role-playing games, emergency training) and higher initial level of knowledge of human anatomy and physiology in students who have undergone classroom training. Conclusions. It is concluded that it is necessary to return to classroom learning after the end of the COVID-19 pandemic in the world and the war in Ukraine for more successful formation of valeological competence in non-medical students.

The methodology of scientific work is based on a system of methods of general scientific and special legal methods of cognition. The analysis of the concept of "conflict of interest" in the scientific literature, national and international legal documents, in the legislation of individual EU countries was carried out. The definition of "conflict of interest in the activities of judges" is proposed. It is argued that the public interest in the activities of judges is the public interest in ensuring that persons working in the judicial system exercise their powers and make decisions impartially, objectively and fairly. Attention is focused on the peculiarities of the application of the system of voluntary disclosure and registration by judges of a list of private interests regarding a conflict of interest. The principles, signs, types and features of the presence or absence of a conflict of interest in the activities of judges are revealed, their content is specified. The procedure for disclosing information about a conflict of interest in the activities of judges is indicated. Two ways of resolving a conflict of interest in the activities of judges are established, their problematic issues are disclosed. The types of responsibility of judges in cases of violation of legislation on conflict of interest are determined. Separate directions for improving the legal regulation of preventing and resolving conflicts of interest in the activities of judges are proposed, taking into account the positive experience of legal regulation of individual EU countries in this area.
The quality of the provision of palliative and hospice care (PHC) depends on regulatory, legal and logistical support, the practice of implementing laws, and the support of society. The need … The quality of the provision of palliative and hospice care (PHC) depends on regulatory, legal and logistical support, the practice of implementing laws, and the support of society. The need for PHC is growing both worldwide and in Ukraine, which is associated with the aging of the population and global medical advances, thanks to which people live to a greater age and continue to live even with serious diseases and severe disabilities. Patients with incurable diseases most often need analgesia, which in low- and middle-income countries the population either does not receive at all, or has limited access to narcotic analgesics. The task of the PHC organization corresponds to the European integration obligations of Ukraine at a high level, and is in the sphere of responsibility of the Ministry of Health. The insufficient level of development of the national PHC system depends on imperfect legislation, non-implementation of adopted laws, lack of public results of calculating the need for PHC among adults and children. The system of training medical workers to work in hospices and palliative care departments, which concerns both doctors and nurses, also needs improvement. The routes of movement of palliative patients during the provision of assistance to them in the institutions of the health care system require public discussion. Instructions regarding the movement of these patients should be understandable to a doctor of any specialty, and contain step-by-step algorithms of actions. The practice of euthanasia, which is not allowed in Ukraine, is important for palliative patients. The PHC system should become one of the key components of the health care system, provided at the place of residence of patients (in hospices and palliative departments of hospitals) in the area where they live, or in "hospices at home". The development of the national PHC system, in which all known shortcomings will be taken into account and corrected, will be able to reduce the level of suffering of terminally ill patients and their relatives, and ensure their standard of living at the average European level. Keywords: PHC, need for medical assistance, health care financing.
The organization of medical care for palliative patients of Ukraine, as well as for other categories of patients, should take into account the data on the number of such patients … The organization of medical care for palliative patients of Ukraine, as well as for other categories of patients, should take into account the data on the number of such patients among adults and children, as well as the characteristics of diseases that are included in the list of palliative diseases depending on their stage and the severity of the patients' condition. In Ukraine, the list of palliative diagnoses is smaller than the list recommended by the World Health Organization and adopted in high-income countries. But even those categories of palliative patients, which are included in the list, receive the necessary help in an insufficient amount. This applies both to the therapy of the underlying palliative disease and to effective analgesia. The reform of the health care system of Ukraine, activated since the beginning of the revolutionary events and the beginning of the occupation of Ukrainian territories in 2014, also extends to the provision of Palliative and Hospice Care (PHC). The PHC financing system at the expense of the Medical Guarantee Program has been significantly changed. A greater number of medical institutions are gradually joining the provision of PHC. Therefore, the discussion on clarifying the list of needs of palliative patients is relevant. This short scientific notice is published for the purpose of discussing the list of stated needs. Emphasis is also placed on the connection between the strategy of the reform of the health care system of Ukraine and the possibilities of effective satisfaction of these needs. Keywords: palliative and hospice care, PНC, the need for medical assistance, health care financing.

The … The article considers the issue of professional skills of educators of modern preschool educational institutions in the context of the formation of artistic and creative competence of preschool children. The main components of a teacher’s professional skills are identified, in particular his artistic and aesthetic development, creativity, mastery of innovative methods, and the ability to motivate children to creative activities. Some pedagogical methods and techniques that contribute to the development of creative abilities of preschoolers through the integration of various types of art in the educational process of a preschool educational institution are highlighted. During the writing of the article, theoretical research methods were used, namely: descriptive, systematization of theoretical material, comparison, generalization. Attention is focused on the need to use innovative gaming technologies and a person-centered approach in the educational process of preschool educational institutions (PEI). The importance of close cooperation between the teacher and the music director for the effective achievement of joint tasks in music classes is emphasized. The role of the educator in creating a favorable environment for visual, theatrical, musical, and choreographic activities of preschool children is outlined. It has been proven that the professional skills of the educator are the key factor of the process of forming artistic and creative competence of preschoolers. In preschool age, there is an active development of imagination, fantasy and creative thinking, which is the basis for the further creative activity of children. The main types of artistic and creative activities among students of modern preschool institutions are drawing, modeling, music, theater, choreography, etc. Attention is focused on the fact that all these activities are integrated into the game process, since play is the leading activity of preschoolers. It allows children to express themselves freely, develop imagination, emotional sensitivity and communication skills. The educator plays the role of a facilitator of creative development, creating conditions for free self-expression. Also the attention is focused on the importance of artistic activity for the development of a child's personality and pedagogical conditions that contribute to the active involvement of preschoolers in the creative process are outlined.

It is noted that these feelings can be developed not only in the course of patriotic education activities but also through the assimilation of content across various academic subjects. In particular, mathematical education is highlighted as a valuable field for achieving this goal. The study analyzes mathematics textbooks for Grades I-4 of NUS to identify simple and compound word problems whose plots can contribute to the development of patriotic feelings. These include stories that reflect pride in the achievements of the Ukrainian people, heroes of the Armed Forces of Ukraine, volunteer efforts, and the resilience of ordinary citizens. The analysis confirms that while such tasks are present, their number remains insufficient, especially considering the urgent needs posed by the ongoing Russian aggression against Ukraine. The article emphasizes the importance of including relevant and realistic content in word problems that resonate with the experiences and emotions of modern Ukrainian children. Word problems with patriotic themes can serve a dual function: they both develop mathematical competence and form socially and morally significant qualities in students. The work includes several examples of original word problems authored by students of pedagogical universities. These problems integrate historical, civic, and military topics, reinforcing both educational and moral development. In the current context, where traditional forms and means of education are not always sufficient, the authors stress the need for non-standard and interdisciplinary approaches to the formation of civic identity and national consciousness. The solution lies in the systematic integration of value-oriented content into the learning process, including mathematical exercises. The conclusion outlines several practical recommendations: to prepare new editions of textbooks enriched with a significantly larger number of word problems that support the formation of patriotism and love for the homeland; to engage educational authorities and methodological services in creating relevant guidelines and collections for teachers; and to motivate educators to compose their own tasks based on local history, prominent Ukrainian personalities, and current socio-political realities.

The study aims to summarize the problems highlighted in academic literature and to identify and analyze the key factors that hinder the development of learner autonomy in the context of Ukraine’s ongoing educational transformation and wartime conditions. Learner autonomy, understood as the ability of students to take responsibility for their own learning, plays a crucial role in fostering critical thinking, internal motivation, and responsibility—competencies emphasized in updated teacher training curricula in Ukraine. However, based on observations during teaching internships and practice, the actual implementation of autonomous learning strategies often faces serious obstacles. These include reliance on traditional teaching methods, organizational limitations within classroom settings, and psychological factors. The war has intensified these challenges by disrupting stable learning environments, limiting access to resources, and increasing the emotional burden on both teachers and students. The study employs a mixed-methods approach, including surveys and interviews with 15 English teachers working in relatively safe urban areas of Ukraine. The findings indicate several barriers: emotional burnout of teachers, students’ stress and trauma-related demotivation, lack of access to stable internet and learning materials, frequent changes in educational settings due to displacement, and reduced opportunities for collaborative and extracurricular learning. Additionally, the lack of institutional support, methodological resources, and teacher training in fostering autonomy under crisis conditions further complicates the situation. Despite these challenges, many teachers recognize learner autonomy as vital to educational resilience and students’ well-being. The article concludes with recommendations for supporting educators through professional development, resource provision, and experience exchange to facilitate the successful integration of autonomy in language classrooms.

The methodological basis of the study was formed by such general scientific methods as analysis and synthesis, which consisted in determining the grounds for the creation of centers of "Enlightenment" in Podillia, the development of the educational movement in the region during the era of the Directory of the UPR; using the comparative historical method through the prism of the local press, the difficulties in the activities of "Enlightenment" and extracurricular education in the conditions of the unstable situation of the government of S. Petliura were considered. Petliura's government; it was found that in general, the activities of the "Enlightenment" societies during this period were weaker than during the Central Rada and the Hetmanate, which is explained by the difficult internal and external situation of the Directorate, the weakness of its central and local bodies, in particular, cultural and educational institutions; the method of analyzing documentary information allowed to thoroughly study the content of periodicals of Podillia, which reported on the active work of the national-democratic centers of "Enlightenment" in 1919-1920, actively covered the political course of the Directory, published appeals of the revolutionary leaders to the population, actively promoted the cultural and artistic life of Podillia, supported the development of national education, Ukrainianization, and reform of the school system; talked about the influence of conscious representatives of rural communities on the development of the Ukrainian movement, and popularized folk customs, traditions, and calendar holidays. It is concluded that during the UPR, the Podillia Prosvita played the role of a unifying body that, through the local press, promoted the idea of national identity among the people, inspired the struggle for the independence of the Ukrainian state, fostered a sense of patriotism, and cared for the morality and high spirituality of the people. The magazines served as a cultural, educational, political, and moral guide for Ukrainians.

The research methodology involves a combination of general scientific (analysis, synthesis, generalization, comparison, systematization), special historical methods with scientific principles of objectivity, systematicness, historicism. The scientific novelty of the article lies in the fact that for the first time the problem of gymnasium education in Ukraine of the nineteenth and early twentieth centuries is analyzed. in the context of the history of one of the oldest educational institutions. A significant number of archival sources have been worked out, some of which have been introduced into scientific circulation for the first time, forms of financial assistance to students of gymnasiums have been highlighted, and attention has been focused on the possible use of historical experience in modern conditions. Conclusions. In the second half of the nineteenth and early twentieth centuries. in Russian-controlled Ukraine, a certain system of care, control and support for gymnasium students was formed. The management of educational institutions provided supervision over the living and learning conditions of high school students, encouraging the parents of students or the owners of the apartments in which they lived to create favorable conditions for the preparation of classes, to control their implementation, to be the most good example for students. Therefore, the issue of choosing an apartment, a house where a high school student should live, was approached very responsibly, giving permission to owners with an impeccable reputation in society. Taking into account that some of the students of the gymnasiums studied at their own expense, were from poor families, a system of material support was created through the provision of scholarships, reduction of tuition costs or even exemption from payment for the children of teachers who worked for at least 10 years in lower and secondary educational institutions of the Ministry of Public Education. Of course, one should not overestimate the effectiveness of the then system of gymnasium education. There were cases of expulsion of students from an educational institution due to failure or non-payment of tuition fees, examples of antisocial behavior of individual high school students were recorded. All this indicates that it was not always possible to cover all students of gymnasium institutions with attention, control and support, but certain elements of the former system can be used at present. In particular, this concerns closer ties with parents or guardians of children, expanding the practice of awarding incentive scholarships both from the state and from individuals.

It also highlights the content of the problems of implementing state support in conditions of a protracted war. Within the framework of studying the main aspects of this issue, in accordance with its purpose, the tasks of the study included: identifying, clarifying and describing regulatory instruments in the development of the youth employment system; means and ways to increase the effectiveness of employment promotion in the youth environment, taking into account the challenges of the war. The material was prepared on the basis of expert interviews with relevant specialists in this area in terms of their substantive and practical views on various program fragments of state support for economic inclusion. The main “working” moments of individual problems and opportunities for program measures for state regulation of economic inclusion against the backdrop of the challenges of the war are shown. The above indicates that, despite the breadth and depth of the problem situation in the sphere of the functioning of the employment market, the state is making various efforts to resolve current strategic and tactical issues of optimizing the functioning and possible development of professional determination and economic inclusion of young people. It is shown by examples that the state is also making its own organizational adjustments to improve the situation on the labor market. In the implementation of relevant program areas to promote economic inclusion, special attention is paid to the issues of choosing means and mechanisms for regulating employment, tools for stabilizing and optimizing the labor market, professional retraining. career guidance systems, experience of state employment centers, the effectiveness of state programs that help internally displaced persons find jobs.

It is noted that the state, entering into various international relations, sets itself the priority of pre- serving its own statehood. After all, not only the development and proper functioning of the state itself will depend on this, but also the dynamic and progressive development and life of society and an individual. In order to ensure this, an integrative category should be distinguished, which will be at the intersection of the formation of statehood and the dynamic, and at the same time, sustainable development of international relations. The article argues that such a category will be the state system. The state system is considered as the structure of the state and society, de- fined by the constitution, as a stabilizing political and legal document. After all, its provisions have a fairly high degree of stability, including those relat- ing to the realization of international relations. The Constitution of Ukraine, establishing the key parameters of the state system, forms the basic prin- ciples of the realization of international relations, as a rule, not of a specific nature, but of a general nature, which corresponds to the nature of modern constitutionalism. However, these general provisions serve as the basis for the realization of both foreign and domestic policies aimed at the active and mutually beneficial participation of the state in all types of international rela- tions. The Constitution of Ukraine, forming the basic contours of the organization and functioning of the state system, pays significant attention to the issues of the development of international relations and ensuring their stability. At the same time, relevant laws should be adopted to develop the provisions of the Constitution. In particular, a few words should be said about the Law of Ukraine “On the Principles of Domestic and Foreign Policy of Ukraine”. Based on the above, it can be summarized that the state system and interna- tional relations are quite interconnected state, political, organizational and legal categories. Moreover, the state system in its entirety in the aspect of international relations has a significant stabilization potential, which must have appropriate scientifically substantiated directions for further develop- ment.

The health of instructors in tactical and special training within the Armed Forces of Ukraine and the Ukrainian Defense Forces is critically important to ensuring the high effectiveness of the country’s defense capability, especially in the context of the constantly increasing workload on these specialists. This workload has significantly increased since the start of Russia’s full-scale invasion of Ukraine in 2022. The article provides a comprehensive analysis of the factors affecting the physical, moral, and mental health of instructors and proposes specific measures for their preservation and improvement. Several key aspects directly influencing the health of instructors are discussed. Firstly, the issue of excessive physical workload, which can lead to injuries and physical fatigue, is emphasized. Strategies for optimizing physical training and developing specialized training plans are suggested to reduce the risk of injuries and improve the physical endurance of instructors. Secondly, the article highlights the problem of moral and psychological burnout, which arises due to constant stress and high demands. Special attention is given to methods of preventing and combating burnout, particularly changes in training methodologies, the implementation of flexible planning, and the integration of new technologies into personnel training. An important aspect is the redistribution of workload among instructors. Changes in work schedules, including regular breaks for rest and recovery, can significantly reduce stress levels and improve the overall well-being of instructors. Structured rest periods and ensuring physical activity during breaks are proposed to reduce stress overload. Psychological support is a crucial element for maintaining the mental health of instructors. The implementation of regular stress management training, the development of emotional resilience, and providing access to psychologists and counselors are recommended. Special attention is given to social activity and family support for instructors. Involving families in the training and rest processes helps reduce stress levels and contributes to the overall improvement of instructors’ mental health. The role of administrative management in organizing the work of instructors is also explored. It is recommended to review organizational structures and reduce bureaucratic barriers that can affect the efficiency of instructors’ work and their health. It is important to ensure transparency in decision-making and create conditions for feedback between instructors and command.

It explores the role of popular music in enhancing the emotional well-being of children in times of war. The article addresses the causes of stress and psychological trauma in children and ways to overcome them through fostering emotional well-being and developing a basic sense of security. Since resource activation is one of the key components in working with stress and trauma, the article raises the issue of identifying relevant resources specifically for working with children, emphasizing the importance of the social environment and interpersonal relationships in supporting emotional well-being. The article highlights the influence of music as an accessible, natural, and effective tool that can serve as a therapeutic instrument, contribute to emotional state regulation, and support mental health. The author analyzes how music affects a childʼs psycho-emotional state, helps reduce anxiety, fear, and social isolation. Particular attention is given to the formation of a positive worldview in children and the regulation of their emotional stability. The psychological mechanisms of musical influence are examined: stabilization of emotional state, stress reduction through familiar melodies, creation of a sense of unity and support, and the development of positive associations. The study is based on contemporary theoretical approaches and data from both Ukrainian and international researchers. It incorporates a sociocultural approach to popular music, which is grounded in the idea that music is formed, developed, and perceived within a specific cultural and social context. This approach emphasizes the significance of children’s interaction with music through their own experiences, environments, and social groups. The author argues that popular music can be a powerful resource for supporting psychological resilience and normalizing the emotional state of Ukrainian children during times of crisis. Keywords: popular music, emotional well-being, children, war, stress, psychological support.

One of the most prevalent forms of psychological terror in professional relationships is mobbing. This article aims to clarify the causes, pathways, and prevention strategies for mobbing in the workplace. National legislation provides appropriate legal conditions for investigating situations and responding to cases of mobbing. Mobbing can manifest in destructive communicative forms such as ridicule, mockery, isolation, undermining a person's competence or authority, moral pressure, creating difficult working conditions, or even physical violence. Mobbing is most commonly observed in environments dominated by authoritarianism, competition, or a negative moral and psychological climate. To address this issue, managers should implement a system of preventive measures, including diagnostic, organizational, mediation, and disciplinary actions. Combating mobbing is impossible without fostering assertiveness among leaders and employees, which includes cultivating self-respect, establishing and maintaining psychological boundaries, and promoting mutual respect. For managers aiming to create a psychologically comfortable, mobbing-free professional environment, the following recommendations should be followed: ensure conditions for the successful adaptation and psychological integration of new employees; regularly inspect the professional environment to predict or identify mobbing cases promptly; establish norms prohibiting violent behavior in the workplace; actively participate in resolving problematic situations; provide employees with adequate information to prevent abuse or manipulation. The issue of preventing and correcting mobbing in professional environments is becoming increasingly relevant due to the emergence of new forms of this phenomenon. The competencies of a modern educational manager must include a specific component to ensure their readiness to engage in preventive and corrective activities aimed at eliminating and suppressing mobbing. Keywords: modern research on mobbing, assertiveness, professional environment, management, mobbing prevention, causes of mobbing, anti-mobbing activities of the manager.

Undeniably, in our days of a difficult period of struggle for our independence and the path of reformation and a new approach to the organization of the educational process, the demand for children’s literature has become extremely high. Its social role has been determined. Therefore, the involvement of works of fiction in the primary school learning process is more relevant than ever. It has been noted that children’s literature can be a powerful tool for shaping the personality of primary school students. Works of art help shape their understanding of the world, instill values and beliefs, and cultivate the ability to feel empathy and compassion. Reading the stories about the main characters, children learn to think critically. It helps them to form their own opinions, analyze events, and draw parallels with real life. Books mean learning. Books teach both about one’s own and different cultures, which is a necessary condition for the multicultural component of education, an important component of the globalized world. In addition to teaching values and beliefs, children’s literature also allows students to explore their feelings and emotions. A teacher can use a work of fiction to help students learn about the unknown through the lives of the main characters. By reading stories about characters who are dealing with similar issues, students can better understand their own emotions and the emotions of others. This helps them develop the emotional intelligence needed to develop healthy relationships with both peers and adults. It can be stated that literature supports both mental and emotional resilience. The difficulties that prevent the full use of the potential of fiction are analyzed. Among them is the tendency to use gadgets that provide quick access to information that is often presented in a shortened version by a work of fiction. Moreover, the general decline in interest in reading should be pointed out. As well as the growth in price of printed copies of works of fiction. It is noted that children’s fiction should be an integral part of both reading lessons and foreign language lessons. Furthermore, it should be integrated into other subjects since it affects the formation of a comprehensively developed personality. Keywords: literature, childrenʼs fiction, personality, elementary school.

This is crucial for Ukraine's rapidly developing automotive industry, a strategically vital sector of the economy that requires competitive, professionally mobile specialists capable of swift adaptation during wartime and continuous professional development amidst the rapid evolution of production and digital technologies. Purpose: To analyze contemporary approaches to defining the essence and structure of methodological competence of vocational training masters in vocational (vocational-technical) education institutions of the automotive industry to improve the quality of their professional activities, and to identify directions and forms of its development. Methods: Theoretical analysis of official and scientific sources, as well as internet resources, was employed to ascertain the current state of research on the problem. The method of observation of the methodological activities of vocational training masters in vocational (vocational-technical) education institutions of the automotive industry was used to identify contemporary forms and directions for the development of their methodological competence. Results: Based on theoretical analysis, the state of research and existing approaches to understanding the structure, forms, and directions of methodological competence development for vocational training masters in vocational (vocational-technical) education institutions of the automotive industry were examined. Conclusions: It was determined that there is no unified approach to interpreting the concept of "methodological competence," necessitating its clarification. Methodological competence of vocational training masters is identified as a component of the professional-pedagogical competence of teaching staff, manifested in their methodological activities. It has a subjective character, as it is revealed in the educator's ability and readiness for creative self-realization. This competence is defined as the ability to effectively organize the educational and production process, based on a system of developed psychological-pedagogical, specialized, and methodological knowledge and skills, as well as experience in their application in professional-pedagogical activities (possessing thorough knowledge of the theory and methodology of subject teaching, mastering the technology of organizing the educational process, and being able to solve various methodological tasks). The components of the structure of methodological competence of a vocational training master were characterized (theoretical-methodological, subject-methodological, technological, organizational-managerial, and personal-deontological). Contemporary approaches to designing and organizing methodological activities should be based on the understanding of their goals as the comprehensive development of the educator's personality, encompassing both personal and professional qualities. A vocational training master needs to choose and build their own value system and master methods for creatively solving personal professional-methodological problems.

It includes the ability of a person to profess any religion or to be non-religious, as well as the right to refuse actions that contradict his religious or moral beliefs. One of the most important forms of implementation of this right is the possibility of refusing military service and undergoing alternative (non-military) service. Ukraine, as a democratic state, recognizes the right of citizens to alternative service and enshrines it in the Constitution and special legislation. However, despite the presence of legal guarantees, there are numerous challenges in the implementation of this right, associated with administrative difficulties, public perception and insufficient awareness of citizens. Since the announcement of mobilization in Ukraine against the backdrop of a full-scale Russian invasion, believers of those religious communities that are prohibited from holding weapons have found themselves in a difficult situation, without exaggeration. After all, if in peacetime they could count on alternative service instead of military service (although there were also problems with this), then in the conditions of mobilization this turned out to be practically impossible. The purpose of the study is to analyze international and Ukrainian legislation, identify the main problems in the field of alternative service, and provide recommendations for improving legislation in this area. The subject of the study is the right to freedom of thought, conscience and religion, enshrined in the European Convention on Human Rights, the legislation of Ukraine and court decisions. Comparative, systemic and formal-legal methods were used in writing the article. Based on the results of the research conducted, the article presents conclusions about the existence and meaning of freedom of thought, conscience and religion within the meaning of the European Convention on Human Rights and Ukrainian legislation. The topic of human rights and freedoms, including in the light of the European Convention on Human Rights, is certainly quite widely developed by both Ukrainian and foreign researchers. However, there are not many studies by domestic authors devoted specifically to the guarantee of freedom of conscience and religion in the light of alternative (non-military) service in Ukraine, which makes conducting such research desirable for Ukraine.

However, this ubiquitousness also makes it a prime target for cybercriminals. Phishing, spoofing, and other email-borne attacks can have devastating consequences, ranging from financial losses and data breaches to reputational damage and disruption of critical services. In Ukraine, amidst the backdrop of ongoing conflict and heightened cyber activity, the importance of robust email security measures like DMARC (Domain-based Message Authentication, Reporting & Conformance) cannot be overstated. This article explores the importance of DMARC in safeguarding Ukraine's digital landscape and why its widespread adoption is essential. Ukrainian educational institutions face increasing cyber threats, particularly email spoofing and phishing attacks. Implementing DMARC is crucial to protect their email communications. DMARC helps to verify that emails claiming to be from an institution are genuinely sent from their authorized servers. This prevents malicious actors from impersonating the institution, safeguarding sensitive data like student or staff records and research information. By adopting DMARC, Ukrainian educational institutions can enhance their cybersecurity posture, maintain trust in their email communications, and ensure a safer online environment for students, faculty, and staff.

A key systemic element in the implementation of the state’s social policy is social work. Therefore, an important component of this system is the training of competitive social work specialists who are able to solve complex specialized tasks and applied problems of the social sphere, primarily in the provision of social services. In the list of basic social services that social workers professionally provide, an important role is assigned to mediation as an extrajudicial voluntary, confidential, structured procedure, during which the parties, with the help of a mediator, try to prevent the emergence or resolve the conflict through negotiations. The authors emphasize the importance of mediation as a powerful tool for reducing social tension in war conditions, which contributes to establishing dialogue between different social groups, helps to avoid the escalation of conflicts and supports social cohesion. It is theoretically substantiated that for the effective implementation of mediation in Ukraine, comprehensive work of the state, the public sector and international partners is necessary, aimed at training specialists, popularizing mediation methods and creating mechanisms for its application in crisis situations. First of all, training competitive social work specialists capable of professionally providing social services. The legal aspects of the taxation of ITA project implementers are analyzed, particularly the issue of value-added tax exemption. The mechanisms for reporting and control over the use of ITA are explored, including reporting requirements, audit and monitoring procedures. Special attention is paid to the analysis of problems arising in the process of ITA administration, such as the significant bureaucratic burden that hinders the effective implementation of projects. The study reveals the lack of unified documents for project registration, which leads to varying interpretations of requirements and complicates the application process. The absence of official translations of regulatory legal acts into English, which creates additional difficulties for international donors and implementers, is also noted. It has been found that some organizations implementing ITA projects do not have representative offices in Ukraine, which complicates communication and project administration. This leads to delays in project implementation, complicates control over the use of funds, and reduces the effectiveness of assistance. Data from the unified web portal of the executive authorities of Ukraine on international technical assistance are analyzed, including statistics on the largest donors to Ukraine (USA, EU) and the main sectors of funding (energy and nuclear safety, Ukraine’s recovery, public administration). The consequences of the US Agency for International Development (USAID) funding cuts, which led to the freezing of several projects in Ukraine, are explored. This highlights Ukraine’s dependence on international aid and the need to diversify funding sources. The prospects for improving the ITA regulatory system are identified, including the digitalization of registration and monitoring procedures, which will reduce bureaucratic procedures and increase process transparency. The introduction of a unified electronic database of projects, which will provide access to information on all ITA projects in Ukraine, is proposed. The expansion of coordination between authorities and donors is also suggested, which will increase the efficiency of ITA use and ensure that projects align with Ukraine’s development priorities.

This is primarily the Law of Ukraine “On Organization of Labor Relations in Martial Status”, tht Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Optimization of Labor Relations” and The Law of Ukraine «On Amendments to Certain Legislative Acts on Simplification of Regulation of Labor Relations in the Field of Small and Medium Business and Reduction of Administrative Load on Entrepreneurship». The purpose of scientific work is to investigate the problematic transformations of the labor legislation of Ukraine adopted during martial law, their influence on the labor rights of employees and the role of trade unions, the compliance of these changes in the European legislation, European intergness obligations and international labor standards. The study was carried out by applying methods of normative-comparative analysis, system-structural research and generalization. As a result of the study, it has been stated that the transformations of labor legislation adopted since the beginning of the war significantly narrowed the scope of labor rights and social protection of employees, do not correspond and contradict the law of the European Union, conventions and recommendations of the International Labor Organization. In the future, such a non-compliance may be an obstacle to Ukraine’s membership in the EU. It should be noted that objectively the war determines the restriction of the rights of workers and trade unions. However, after the end of the martial law, Ukraine on the way to EU membership will be facing the need to restore the labor rights of workers and trade unions and strengthen social dialogue. What is best done through the development and adoption of a new Labor Code of Ukraine, which must meet international labor standards established by the International Labor Organization and European legislation. In preparation of the Labor Code, it is mandatory to involve all parties of social dialogue.

Tatsiy, we have carefully analyzed more than 150 scientific professional articles on the figure of the leader of modern jurisprudence. The lion’s share of scientific works came directly from the pen of the Honored and Honorary Rector of the Yaroslav the Wise NSU. The material in this work can be a good basis for citations and writing new scientific works about V. Tatsiy. Within the framework of the scientometric paradigm, it should be noted that the scientific works about V. Tatsiy written by V.I. Borisov are quite powerful, and they are characterized by a special atmosphere of adopting the work of the leader as a strategist and founder of the science of criminal law. It should be noted that a large cohort of criminal law scholars of Kharkiv National University of Internal Affairs (KNIA) is directly related to the staff of Yaroslav the Wise National University, and in some respects, as it is supposed to be, in order for a student to be better than his teacher, especially with regard to criminological developments, KNIA, as a police university, occupies a leading position thanks to such scholars as O.M. Litvinov, Y.V. Orlov and many other well-known personalities. V. Tatsiy was rightly proud of Kharkiv jurisprudence, Kharkiv law school, which is unthinkable without Kharkiv National University of Internal Affairs. It is a shame that today the National Academy of Legal Sciences of Ukraine has suffered serious damage from the shelling of Russian aggression, of which V. Tatsiy was president for many years. Any word of Vasyl Tatsiy was marked by special simplicity, wisdom, and inspiration. He has always inspired faith and hope in thousands of lawyers and continues to live today in the souls and hearts of grateful students and all those who are interested in this great figure of modern jurisprudence. It is said that a person lives as long as the memory of him or her lives. That is why, on the occasion of the glorious 85th anniversary of Vasyl Tatsiy, the staff of Kharkiv National University of Internal Affairs expresses its sincere feelings of respect and gratitude for his great/high contribution to the benefit of legal science and the people of Ukraine. We express our sincere respect to V.Y. Tatsiy for the standard/ example/example of life and scientific activity, humanity and education, highly intellectual service to the Ukrainian people. We wish all of us, in this difficult time of the Russian-Ukrainian war, creative inspiration and new great achievements for the benefit of Ukraine’s bright future and the long-awaited peace that is so lacking now.
