This article challenges E.P. Thompson's definition of 'moral economy' as a traditional consensus of crowd rights that were swept away by market forces. Instead, it suggests that the concept has … This article challenges E.P. Thompson's definition of 'moral economy' as a traditional consensus of crowd rights that were swept away by market forces. Instead, it suggests that the concept has the potential of improving the understanding of modern civil society. Moral economy was a term invented in the eighteenth century to describe many things. Thompson's approach reflects only a minor part of this conceptual history. His understanding of moral economy is conditioned by a dichotomous view of history and by the acceptance of a model according to which modern economy is not subject to moral concerns. It is on principle problematic to confine a term conjoining two concepts as general as 'moral' and 'economy' to a specific historical and social setting. Recent approaches that frame moral economy as an emotively defined order of morals are also misleading since they do not address economic issues in the way they are commonly understood. The most promising current approaches appear to be those that consider the moral economy of welfare, humanitarianism, and civil society. The concept of moral economy may help us to clarify alternative ways of 'utility maximisation' through the construction of altruistic meaning for economic transactions.

The state may be besieged but it can fight back and reorganize itself. The nature of this reorganization, the alleged shift from the welfare state to the ‘competition state’ is as much a response to changing global circumstances as it is an instrument of further change. The authors examine the plethora of competitive strategies adopted by the modern state: from the exclusive hegemonic strategies of the most powerful states to the parasitical strategies of the mini-states that serve as tax havens and flags of convenience; from the egalitarianism of the welfare policies of the Shielders to the repressed and exploited labour forces of ‘downworldly mobile’ Third World states; from the emerging continental economies of NAFTA and the EU to the utter dispair of collapsed states structurally unable to compete in the world economy. In the paper is established that for the effective development of the industrial enterprise in the conditions of the information economy, should be the modernization of the production sphere of … In the paper is established that for the effective development of the industrial enterprise in the conditions of the information economy, should be the modernization of the production sphere of the enterprise.The main aim of the research to find out the optimal mechanism of modernization of industrial sphere in accordance with requirements of the information economy for the industrial enterprise development.To solve this problem, a mechanism for modernization of the industrial sphere of an industrial enterprise has been developed in accordance with the requirements of the information economy, which is based on the use of a model for assessing the effect of measures to modernize the production sector and the model of coordination of projects for modernization of the industrial sphere.This allows automation, robotization and informatization of manufacturing and technological processes of an industrial enterprise on the basis of balancing the criteria of maximizing financial results and competitiveness.It was established that the development of an industrial enterprise in the conditions of the information economy should be based on the modernization of the production sector because it is precisely in this area that the largest gap of industrial enterprises from the leading enterprises is observed.Also, an analysis of research in this direction made it possible to conclude that the problem of modernizing of the industry is not new, but the aspect of the development of an industrial enterprise in the process of its adaptation to the information economy is not sufficiently illuminated.Therefore, there is a need to develop a mechanism for the modernization of the industrial sphere of the industrial enterprise in accordance with the requirements of the information economy, which should contain tools for the development of the enterprise in the context of the modern economy and ensure the formation of projects for the modernization of the production sphere, their mutual coordination and coordination of implementation plans, as well as control of implementation.It is proposed to build a mechanism for modernization of the manufacturing sphere of the industrial enterprise in accordance with the requirements of the information economy on the basis of the use of the model of the evaluation of the effect of measures to modernize the production sphere and the model of coordination of projects for the modernization of the industrial sphere.The model for assessing the effect of measures to modernize the production sector is a tool for determining the impact of measures to modernize the production sector on the competitiveness of the industrial enterprise and its financial results, as well as preparing the grounds for the formation of modernization projects, which are groups of related activities.The model for the reconciliation of industrial production modernization projects provides solutions to such tasks as the estimation of connectivity and compatibility of modernization measures, the definition of the resource costs of modernization measures, the definition of the sequence of modernization measures, the grouping of possible measures in the projects of modernization of the production sector.While discussing further research on complex of models and auxiliary tools are developed, which are the basis of the modernization mechanism of the manufacturing sphere of the industrial enterprise in accordance with the requirements of the information economy, which makes it possible to substantiate and implement the development of the industrial sphere of the industrial enterprise in accordance with the peculiarities of functioning in the conditions of the information economy.

Встановлено, що загальною метою управлінського контролю в неприбуткових організаціях є виконання її керівництвом фідуціарних обов'язків та обслуговування суспільства або ж окремих його груп. Адміністративний персонал неприбуткової організації повинен роз'яснювати своїм членам та працівникам цілі та здійснювати управлінський контроль увідповідно до стратегічного планування, професійних можливостей, а також ступеня зв'язку між кожним проектом та організаційними цілями.
The paper is devoted to identifying the level of social safety of society, taking into account the indicators of shadow economy, and developing its strategic scenarios as a component of … The paper is devoted to identifying the level of social safety of society, taking into account the indicators of shadow economy, and developing its strategic scenarios as a component of sustainable development of Ukraine by 2030. The authors used the modern methods of normalisation, threshold vector determination, and dynamic weight coefficients in order to identify the level of social safety of society. The authors developed the structure and a list of indicators considering three components of social safety: The standard of living, the demographic component, and the quality of life. This method allows determining the list and severity of threats, comparing the dynamics of integral indices with integral thresholds in one scale, identifying the state of security, and defining strategic goals and strategies. The suggested approach is universal and can be used by any country, region, economic activity, or business to develop evidence-based medium-to-long-term sustainable development scenarios.

As a result of the … This paper explores the global economic consequence of the Russian-Ukraine war in the month of invasion. Russia invaded Ukraine on the 24th of February 2022. As a result of the Russia-Ukraine war, multiple international sanctions were imposed on Russia to compel Russia to de-escalate the crisis. The sanctions imposed on Russia, although intended to hurt Russia, had spillover effects to the global economy mainly through global supply chain disruption. Using global data and data from the Euro Area, Ukraine and Russia, the findings show that there was an increase in the global PMI and an increase in the world price of food and food ingredients. The index of global stock markets plunged on the day of invasion. The Euro Area manufacturing purchasing managers’ index (PMI) declined in the month of the invasion. Also, the transportation component of the consumer price index rose in the month of the invasion due to shortage of energy and fuel supplies which led to a rise in the price of gasoline for transportation in the Euro Area. Ukraine experienced a more devastating effect from the invasion than Russia and the entire Euro Area. Core consumer prices in Ukraine and the Euro Area were highly correlated during the invasion. Food inflation was highly correlated in the Euro Area and in Russia. Also, there is a positive and high correlation between world food price index, world oils price index, world diary price index and world cereals price index during the month of the invasion. The conflict led to a global rise in prices leading to a rise in global inflation. Although conflict resolution between Russia and Ukraine was brokered by Israel, the economic effect of the crisis still lingered on in many parts of Europe and beyond Europe.

Yet, gradual marketization has facilitated the country’s rise without leading to its wholesale assimilation to global neoliberalism. This book uncovers the fierce contest about economic reforms that shaped China’s path. In the first post-Mao decade, China’s reformers were sharply divided. They agreed that China had to reform its economic system and move toward more marketization—but struggled over how to go about it. Should China destroy the core of the socialist system through shock therapy, or should it use the institutions of the planned economy as market creators? With hindsight, the historical record proves the high stakes behind the question: China embarked on an economic expansion commonly described as unprecedented in scope and pace, whereas Russia’s economy collapsed under shock therapy. Based on extensive research, including interviews with key Chinese and international participants and World Bank officials as well as insights gleaned from unpublished documents, the book charts the debate that ultimately enabled China to follow a path to gradual reindustrialization. Beyond shedding light on the crossroads of the 1980s, it reveals the intellectual foundations of state-market relations in reform-era China through a longue durée lens. Overall, the book delivers an original perspective on China’s economic model and its continuing contestations from within and from without.
The aim: To assess the long-term dynamics of health spending in Ukraine from the standpoint of readiness to make progress in the universal health coverage (UHC) Materials and methods: Data … The aim: To assess the long-term dynamics of health spending in Ukraine from the standpoint of readiness to make progress in the universal health coverage (UHC) Materials and methods: Data from the Global Health Expenditure Database, European Health for All database, World Bank Open Data, collected during 2000-2019 were used. The research was conducted using bibliosemantic, historical methods and benchmarking. Results: All indicators of health spending in Ukraine showed some growth: total and government health spending of % Gross Domestic Product (GDP) by 34% (95% CI 13-55) and 28% (95% CI 8-48), total and government health spending per capita in US $ by 7.1 and 6.5 times and in Purchasing power parity (PPP) – by 4 and 3.8 times. Growth was interrupted during the global (2008) and national (2017-2019) financial crises. Out-of-pocket spending in Ukraine grew and amounted to 51.1% in 2019, which is by 2.1 times more than in the European region – 24.0% (15.5; 36.6). In 2019 Ukraine ranked among 10% of the countries with the worst combination of government health spending per share of GDP and share of OOPS in total health spending. Conclusions: The study found an unsustainable upward dynamic in health spending. In the last decade, there has been a clear trend towards an increase % OOPS in total health spending against low, aimed at reducing government health spending as % of GDP, which could negatively affect UHC.

In this paper, we use the National Institute Global Econometric … Abstract The unprovoked and brutal invasion of Ukraine by Russia on 24 February 2022 is imposing a terrible human cost. In this paper, we use the National Institute Global Econometric Model (NiGEM) to quantify the impact of the war on the global economy. The war represents a massive cost, equivalent to 1% of global GDP in 2022, or about $1.5 trillion valued at purchasing power parity exchange rates (PPP), compared with our GDP forecast made at the beginning of 2022. Europe is the region affected most, given trade links its proximity to Ukraine and Russia and its reliance on energy and food supplies from those countries. GDP in Europe is expected to shrink by more than 1% in 2022 compared with our forecast at the beginning of 2022. In Western Europe, Germany will be worst affected, followed by France and Italy. GDP in ‘Developing Europe’, where Ukraine is the largest representative, is expected to shrink by 30%. The war will also add about 2% to global inflation in 2022 and 1% in 2023, compared with NIESR's inflation projection at the beginning of 2022.

A response to this need is the recently published book by Profs. Mariana Mazzucato's "The Purposeful Economy", dedicated to the problem of overcoming the crisis of capitalism by solving contemporary development challenges. In it, the author proposes a theoretical rethinking of both the new realities and the accompanying problems, as well as possible new practical solutions aimed at overcoming the crisis of capitalism, understood as the inability to tackle the new problems through the traditional mechanisms of the market.

At a time when global development is being jeopardized by man-made and natural disasters, including financial crises and climate change, the need to integrate socially beneficial innovation and the pursuit of profit with the role of state and non-state actors, is becoming more urgent than ever. Research purpose: … The subject of the study is to clarify the role of the Ministry of Finance of Ukraine in shaping state customs policy from both economic and legal perspectives. Research purpose: to analyze the framework of concepts and categories, examine the current state of statutory regulation, including economic component, and determine the role of the Ministry of Finance of Ukraine in shaping state customs policy. Methodology: the study employs both general and specific methods of scientific knowledge, namely, systems analysis, the dialectical method, formal logic, as well as structural and functional approaches. Results: the role of the Ministry of Finance of Ukraine in shaping state customs policy is examined from both economic and legal perspectives. The article analyzes the key functions and powers of the Ministry of Finance of Ukraine in the customs sphere, as well as its influence on the development of customs legislation and its practical implementation. Particular attention is given to the fiscal function of state customs policy and its impact on the formation of the State Budget of Ukraine. The regulatory legal acts governing the activities of the Ministry of Finance of Ukraine in the field of state customs policy are analyzed. It is noted that there are inconsistencies between the customs legislation and the normative legal acts defining the competence of the Ministry of Finance of Ukraine in shaping state customs policy that results in legal uncertainty in practice. The author emphasizes the need to strengthen the institutional capacity of the Ministry of Finance of Ukraine in shaping state customs policy. It is proposed that the term “institutional capacity of the Ministry of Finance of Ukraine” be understood as the Ministry’s ability to effectively exercise its legally defined functions and powers in order to ensure the sustainable development of the national economy, effective public finance management, and the implementation of state financial policy. It is substantiated that the institutional capacity of the Ministry of Finance of Ukraine may comprise the following components: 1) an efficient and transparent corporate structure ensuring a clear division of functions and powers; 2) talent capacity (in particular, the presence of highly qualified and motivated personnel with the relevant knowledge and skills to perform their duties); 3) information technologies for collecting, processing, and analyzing data essential for informed decision- making; 4) a well-defined and effective legal framework regulating the activities of the Ministry of Finance of Ukraine and its interaction and coordination with customs authorities; 5) international cooperation, involving active engagement in order to exchange experience and attract best practices in customs coordination and public finance management. It is concluded that strengthening the institutional capacity of the Ministry of Finance of Ukraine is essential for ensuring the sustainable development of the national economy and the effective management of public finances. The Ministry of Finance of Ukraine plays a pivotal role in shaping state customs policy, and its activities exert a significant influence on the country’s economic development.

The scale of internal and external migration of the population is … This article examines the dynamics of forced migration processes in Ukraine since the beginning of hostilities on its territory. The scale of internal and external migration of the population is analyzed, with an emphasis on its detailing in the context of individual regions. The impact of migration flows on the demographic situation in individual regions, the labor market, and employment opportunities is studied. The dependence of the economic situation on the scale of migration processes both in individual territories and in the country as a whole is analyzed. The shortage of labor has become a serious challenge for business. Moreover, it is characteristic that the mass migration of working-age people abroad occurred not only from regions directly located in the zone of military conflict, but also from relatively prosperous territories remote from the realities of hostilities. Attention is focused on the need to expand the labor market in regions not affected by hostilities. The prerequisites for the possible repatriation of external Ukrainian migrants to the territory of the state have been investigated. It was determined that the most important stage in the possible repatriation of refugees should be the approval by the government of the state seeking to return its citizens to their homeland of a comprehensive program document for the return of refugees, which would contain strategic integrated planning and strong institutional cooperation between government structures, business, and international organizations. The purpose of the article is to study and analyze the practical experience of state authorities in the field of healthcare in the 1920s, assess the impact of political factors, … The purpose of the article is to study and analyze the practical experience of state authorities in the field of healthcare in the 1920s, assess the impact of political factors, in particular the introduction of a new economic policy, on the development of medicine, and determine its quality and accessibility for different categories of the population. The methodological basis of the scientific research consists of the fundamental principles of historical research: systematicity, objectivity, historicism, as well as special methods, including problem-chronological, comparative, and statistical. The scientific novelty of the research lies in the comprehensive coverage of the state of healthcare development in the 1920s based on the introduction of new sources into scientific circulation. Conclusions. In the 1920s, the Soviet government identified healthcare as a priority area in social policy. Within a short period of time, the necessary regulatory and legal framework was created. However, post-war devastation and economic difficulties led to low-quality medical services and their provision to only a limited number of people. There was a shortage of equipment, qualified specialists and funding. Medical workers received meagre salaries, which negatively affected the quality of their work. This forced doctors to work several jobs, which did not encourage them to improve their professional skills. Poor-quality medical care was often the basis for lawsuits by patients. Workers and employees were mainly covered by social insurance, but the small size of the newly created insurance funds did not allow for the full financing of medical services. Party and state officials enjoyed privileged access to medical care, with separate medical facilities created for them and additional privileges granted. Sanatorium and resort treatment was mainly provided to people who were unable to receive effective care at their place of work or residence. Representatives of the working class, the backbone of the ruling power, had priority in receiving appropriate treatment. Peasants suffered from a lack of funds, specialists, medicines and transport, which often forced them to turn to traditional healers due to the inaccessibility of medical care. The Ukrainian Red Cross Society played a certain role in providing medical services to the population.

The role of diplomacy as a key foreign policy instrument aimed at protecting national interests and ensuring the security of the state in the system of in- ternational relations is analyzed. Special attention is paid to the relationship between diplomatic measures, military capabilities and information policy, which together form the national security strategy of Ukraine. The main priorities of Ukraine’s foreign policy are considered, including integration into the European Union and NATO, strengthening strategic partnerships with Western countries, countering hybrid threats and preserv- ing territorial integrity. The political and diplomatic mechanisms used to attract international support for Ukraine are analyzed, in particular in the formation of an anti-Russian coalition, strengthening sanctions pressure and expanding military-technical cooperation with partner countries. The article also highlights the role of international organizations in support- ing Ukraine’s security initiatives, as well as the impact of global processes, in particular multipolarity, the increase in the level of conflicts in the world and economic instability, on Ukrainian foreign policy. The need to strength- en the state’s information security as a component of diplomatic struggle in the international arena is particularly emphasized. The authors conclude that for the effective implementation of its foreign policy strategy, Ukraine needs not only to strengthen diplomatic ties with international partners, but also to develop its own defense potential, en- hance economic stability and adapt its information security strategy to new challenges. Further research may focus on analyzing the effectiveness of Ukraine’s existing international alliances, the prospects for strengthening its position in the global security system, and ways to expand diplomatic initiatives to maintain stability in the region.

It emphasizes that the demographic crisis, which began … The article provides a comprehensive analysis of the challenges and prospects for restoring Ukraine’s demographic potential in the context of post-war transformation. It emphasizes that the demographic crisis, which began long before the full-scale invasion, reached the level of a systemic threat to national security by 2022. A sharp decline in population due to migration, decreasing birth rates, the loss of the working-age population, increased mortality among vulnerable groups, and population aging has created complex obstacles to economic growth and the sustainability of the social welfare system. The demographic situation in Ukraine is marked not only by quantitative losses but also by structural transformations, including regional imbalances, a distorted age pyramid, feminization of migration, and a shrinking share of young people in the population structure. The paper systematizes current approaches to developing demographic recovery policy, reviews the recommendations of national and international experts, and analyzes strategic documents, including the Demographic Development Strategy of Ukraine until 2040. Five priority areas are identified: increasing birth rates through long-term parental support programs, affordable housing, and accessible social services; creating conditions for the return and reintegration of Ukrainian migrants; reforming the healthcare system to reduce premature mortality and increase life expectancy; expanding education, employment, and elderly adaptation programs; and addressing regional disparities through targeted support of war-affected areas. The study underscores the need to strengthen interagency coordination, modernize the demographic statistics system, ensure financing mechanisms for implementation, and introduce innovative approaches to human capital management.

The main manifestations of social responsibility are outlined. To achieve the research objective, a comparative method was applied, based on the analysis of statistical data to assess the implementation of European practices in Ukrainian businesses and the standards approved by key programmatic documents of the European Union. The use of analysis, synthesis, comparison, extrapolation, and generalization methods contributed to reaching the research goal and drawing conclusions about key trends and directions of socially responsible practices in the Ukrainian business environment. As a result of critical analysis and synthesis of existing approaches to the essence of social responsibility, the article defines its substantive characteristics, core components, and levels of implementation, drawing on international experience. The level of social responsibility of Ukrainian enterprises is examined, and ways to enhance their business activity through the formation of a positive corporate image, improved reputation, and strong relationships with clients and partners are identified. Special attention is given to the development of social responsibility during states of emergency, particularly during wartime. The article proposes recommendations for the implementation of the European model of corporate social responsibility. The practical value of the research findings lies in the identification of key trends in the development of social responsibility in the domestic business sector, which align with global tendencies in their focus on community needs. It is also noted that despite obvious deterrents, businesses in Ukraine have not abandoned CSR practices during wartime; on the contrary, they have become more oriented toward addressing the needs of society, the state, and local communities.

The specifics of IT activities, which are characterized by intangible services, intellectual nature of work and export orientation, necessitate the adaptation of the accounting documentation system to industry-specific features. The purpose of the article is to review the theoretical provisions and develop practical recommendations for improving the system of documentary support for accounting for the activities of IT service providers. In the course of the study, the methods of theoretical generalization, analysis, systematization and comparison were used. The article reveals the peculiarities of documenting operations in the field of IT services, substantiates the need to use specialized documents for recording working hours, in particular, time sheets, which differ from traditional timesheets in greater detail and focus on specific tasks and projects. The main problems of documentary support have been identified: the lack of specialized forms of primary documents for the IT industry, the difficulty of documenting the provision of intangible services and documenting export IT operations. To improve the documentary support system, it is proposed to develop specialized forms of primary documents that take into account the specifics of different types of IT services, introduce standardized approaches to describing IT services in documents, and integrate electronic document management systems with project management systems to automate the generation of documents. The practical implementation of the proposed recommendations will help to increase the efficiency of accounting processes and form a high-quality information base for making management decisions in the activities of IT service providers.

The new reality … The current priorities of European information policy have been formed under the influence of rapid changes associated with the emergence of technologies of the Fourth Industrial Revolution. The new reality has put on the agenda the question of using achievements in the field of science and technology to im- prove the system of political governance of the state, develop the information industry and increase the level of competitiveness of Europe, and form a fair society where citizens are guaranteed access to all necessary services through the spread of modern technologies. Since 2015, the European Union has sig- nificantly revised the basic principles of information policy and focused on the creation of the Digital Single Market and ensuring smart sustainable develop- ment. In 2018–2024, a number of strategic documents were adopted, which became the basis for the formation of a new European digital strategy. The purpose of the article is to study the current priorities of the European infor- mation policy presented in the updated digital strategy of the European Union. The article analyzes the main stages of evolution of the modern information policy strategy within the EU, which is based on the updated digital strategy. The authors analyze the main principles of digital transformation of modern Europe and the priorities of the EU for their implementation. Since its foundation, the European Community has been increasing its actorship in the international sys- tem, although the political and security component of the Union’s external ac- tion remains problematic. However, the challenges of the 21st century, on the one hand, pose obstacles to the EU’s path to becoming a global actor. On the other, they provide an opportunity to develop the potential to strengthen the EU’s position in the international arena. The Russian Federation’s aggression against Ukraine and the new policy of US President D. Trump are prompting the EU to rethink the security component of its foreign and domestic policy. The article focuses on examining the question of how/whether the Russian Federation’s war against Ukraine has activated the EU to strengthen its role not only as a regional but also as a global actor. Statements by top EU leaders demonstrate the Community’s desire to play a more active role in addressing global challenges and strengthening the rulesbased international order. Politicians at both the EU and Member States levels show a growing awareness of the need to reinforce the EU’s global role. One of the possible directions to strengthen the EU’s role in the world is the development of the Union’s defense policy and its military potential. The ag- gressive policy of Russian President V. Putin against Ukraine and the isolationist policy of US President D. Trump turn out to be the catalyst. The White Paper on European Defense 2025 indicates possible ways to strengthen the EU’s common security and defense. The EU’s response to the Russian Federation’s aggression against Ukraine, for instance, sanctions against Russia, reducing energy depen- dence on the aggressor country, military and financial assistance to Ukraine, pro- tection of Ukrainian refugees, etc., shows the EU’s potential as a united actor and its gradual transformation into a global player.

At the same time, … Amidst rapid economic growth, large industrial holdings are capitalizing on inorganic growth opportunities to maintain and strengthen their competitive position in both domestic and international markets. At the same time, an increasing number of various advanced digital solutions are emerging to help managers and owners of industrial companies manage the integration of acquired assets more effectively. Competent use of digitalization tools significantly simplifies and speeds up each stage of mergers and acquisitions (M&A) deals and reduces the cost of maintaining a project office when implementing acquired assets. The article presents the author’s and institutional (official) definition of integration processes for industrial companies. A systematized and structured analysis of the global M&A transactions market was conducted in all industries and specifically in the manufacturing industry in 2020–2024. The economic drivers and prospects for the development of the M&A market are analyzed. Examples of the largest integration deals in the manufacturing industry over the last 10 years are given. The main stages of mergers and acquisitions transactions are considered, and a detailed description of each stage is given. It also presents a list of digital tools and modern technologies that are used at all stages of the integration process of industrial assets. The main emphasis is placed on assessing the impact of digital tools and solutions on each of the considered stages of the integration process. The conclusion about the impact of digitalization on the implementation of integration processes in industry is formulated, as well as in the possible further simplification and acceleration of some stages of integration transactions with advanced digital solutions.

The forms of money which were used in different periods of time in settlements among states in conditions of restrictions have been studied. The issues of solving the problem of cross-border payments based on monetary unions conclusion among states have been studied. The activity of the monetary unions has been considered, and their certain typologisation has been conducted. The application of the effects of bimetallic, gold, and other standards in payment means when they are used in the cross-border payments has been studied. The reasons for the emergence and consequences of the application of the bimetallic and gold standards in monetary instruments in the interstate settlements have been analyzed. The possibility of using different forms of money in modern conditions in the cross-border payments under sanctions restrictions has been analysed. Commodity, cash, non-cash, and digital forms of money have been studied. In the analysis process, the existing restrictions on their application in the cross-border payments in conditions of sanctions restrictions have been revealed. The prospects for the use of digital money, including private and public ones, in these cross-border payments have been considered separately. Projects on the use of digital state money under sanctions restrictions have been studied. It has been concluded that their application is localised and that we need to search for other means of payment, which allow to some extent to circumvent the existing sanctions restrictions. For this purpose, it has been proposed to use decentralised payment means based on precious metals.
The large-scale Russian armed invasion on the territory of Ukraine on February 24, 2022, has caused a massive forced displacement of Ukrainians from the areas where hostilities were directly taking … The large-scale Russian armed invasion on the territory of Ukraine on February 24, 2022, has caused a massive forced displacement of Ukrainians from the areas where hostilities were directly taking place to the relatively safer western regions of our country and abroad. In the first weeks of the open phase of the Russian-Ukrainian war, under the conditions of an imminent threat to the life and health of relatives and friends, a terrible danger of the enemy occupying their places of residence, millions of our citizens were faced with a difficult choice: to stay at home or be evacuated. This dilemma, which arose in February-March, 2022, was personally resolved in different ways. As a result, a whole kaleidoscope of life trajectories is formed, in which most of Ukrainian society has found itself. Irpin is one of those Ukrainian cities from which the mass evacuation of the population has taken place because of the offensive of Russian troops. Like other complex realities of everyday life in the city of Irpin in the first weeks of the war, this aspect is only now beginning to find scientific understanding in some works of Ukrainian ethnologists, and is heard in the reflections of eyewitnesses in recently published collections of testimonies, documentary and journalistic works. The authors of the article, relying on the works of their predecessors and analyzing their own source base introduced into scientific circulation, recorded within the scope of the scientific project of the National Academy of Sciences of Ukraine “Modern Military Everyday Life of the Communities of Kyiv Region: Cultural and Anthropological Dimensions”, outline several life stories of the period of the temporary Russian occupation of Irpin, those reflect the complexities of human choice regarding evacuation in wartime conditions. The testimonies of our interlocutors reveal their motivations for making fateful decisions under extreme circumstances, the difficulty and high danger of evacuation is evidenced. Witnesses of the events of the open phase of the Russian-Ukrainian war present their own biographies, where the cultural and social space of their hometown plays a prominent role. The results of the study show that, being in a constant military threat and psychological tension, the residents of Irpin both left spontaneously and also built certain strategies for evacuation in accordance with their own socio-cultural values.

In the last decades, there has been an expansion of the influence of pan-African financial groups and central/national banks in the monetary policy of African states. Sub-Saharan Africa shows exponential growth in electronic mobile payments and the digital currency of central banks and crypto assets depends on distributed ledger technology. Regional financial centers have emerged, shaping the growth and development of African finance. The structure, specifics and main trends in the development of the financial system of sub-Saharan Africa are described in the context of the challenges facing the global financial system. The need for integration processes for the countries of the continent, the role of central banks and Pan-African financial institutions are substantiated. The possibility of implementing the concept of leapfrogging in the transition of the monetary and credit system of the African continent to national digital currencies and the use of distributed register technology are considered. The author considers the credit and monetary system of Sub-Saharan Africa as a place of financial innovations that can identify the development of the global financial system for decades to come.

The purpose of … In the modern world, one of the key goals of developed countries is to achieve technological sovereignty, which is possible with effective state financial incentives for R&D. The purpose of the study is to assess the instruments of R&D state financial stimulation in the context of achieving technological sovereignty of a country, as well as to develop recommendations for their improvement. The assessment of global trends in the financial support of R&D, the dynamics of global expenditures on R&D, the ranking of countries in terms of R&D financing, and the main foreign and domestic financial instruments of state stimulation (grants, subsidies, venture financing, government guarantees, preferential lending, tax incentives, public procurement of R&D) have been analyzed. Recommendations have been offered (including on the basis of implementing the best foreign practices) on additional measures that can ensure achieving technological sovereignty through R&D financial support. The importance of R&D state financial stimulation in order to ensure technological sovereignty has been emphasized.
The aim of the research is to assess the effectiveness of innovative approaches to attracting investment in the regions of Ukraine, taking into account the impact of digitalization, structural reforms … The aim of the research is to assess the effectiveness of innovative approaches to attracting investment in the regions of Ukraine, taking into account the impact of digitalization, structural reforms and PPPs. The study is based on multiple linear regression using panel data for 20 regions of Ukraine (2019–2023), ordinary least squares (OLS) estimation and fixed effects. The analysis showed that digitalization (β = 0.47, p = 0.001), PPP (β = 0.50, p = 0.000), and public spending (β = 0.45, p = 0.000) are the most effective mechanisms for attracting investment. At the same time, the unemployment rate (β = -0.40, p = 0.000) is negatively correlated with investment activity. The largest investment volumes are concentrated in Kyiv, Lviv, and Odesa, while the smallest are in Chernihiv, Zakarpattia, and Volyn regions. Innovative approaches that combine digital technologies, PPP and structural economic reforms are more effective in attracting investment compared to traditional methods. Further analysis should focus on developing a comprehensive model for assessing the effectiveness of digital platforms, artificial intelligence, and algorithmic financial mechanisms for attracting investment in small communities.

The relevance of the research is determined by current challenges such as full-scale war, economic crises, and social instability, which necessitate a new approach to regional governance. The aim of the article is to analyze the interaction between Ukraine and the EU in the context of regional development and assess the impact of European integration processes on the socio-economic state of Ukrainian territories. The study employs the following methods: system analysis to evaluate international cooperation, a comparative approach to study the EU's experience in regional development, and a case-study method to analyze specific examples of collaboration between Ukrainian cities and regions and European partners. The results of the article show that the main areas of cooperation between Ukraine and the EU include the implementation of cross-border cooperation programs, integration into macro-regional strategies, and participation in international initiatives such as the European Alliance of Cities and Regions for the Reconstruction of Ukraine. In particular, the effectiveness of implementing programs like "Interreg Europe" and the importance of horizontal ties between municipalities for experience exchange and innovation introduction are highlighted. The scientific novelty of the study lies in a comprehensive analysis of current challenges and opportunities for Ukraine's integration into European structures through regional development. For the first time, the article systematizes key areas of international cooperation, emphasizing the role of reconstruction initiatives under wartime conditions. The practical significance of the study lies in the possibility of using the obtained results to develop regional development strategies, particularly in the context of attracting international aid and adapting European governance standards to Ukrainian realities. The main directions of state policy include investment support, creating favorable conditions for investors through reducing the tax burden and simplifying construction permit procedures, financing construction projects, incorporating infrastructure restoration expenditures into the state budget, and attracting international financial institutions for financing housing and social projects. The … In the current conditions of globalization and integration of Ukraine into world markets, firms as microeconomic entities play a key role in the formation and implementation of export potential. The ability of enterprises to compete effectively in foreign markets determines not only their development, but also the overall level of economic stability and growth of the country. The relevance of analyzing the export potential of enterprises is due to the active development of international economic relations of business. For the effective integration of the country into the processes of globalization and international economic cooperation, deeper involvement in foreign economic activity is necessary. In modern conditions, one of the most important directions for the development of the Ukrainian economy is the intensification of foreign economic activity and the development of mutually beneficial partnerships with foreign countries, which should be based on the growth of export potential. Given the orientation of the state's foreign economic policy towards European integration and the promotion of products of domestic manufacturers to the European Union market, increasing export potential is possible by updating and modernizing production, as well as adapting quality standards to the requirements of countries importing the relevant products. The purpose of the study is to identify the role and mechanisms of the influence of enterprises as key microeconomic entities on the formation and growth of Ukraine's export potential, as well as to develop recommendations for increasing the efficiency of their export activities in the context of global competition and economic transformation.To achieve the goal of the scientific work, the following general scientific research methods were used: logical, comparison, synthesis and analysis, generalization, classification, explanation, as well as the tabular method. The results obtained are of an applied nature and can be used in the development of state policy to support small and medium-sized businesses with export potential; in enterprise strategies for entering foreign markets; to improve mechanisms for institutional support for exporters (export credit agencies, trade missions, etc.); in educational programs for training specialists in the field of foreign economic activity.

The article … The article presents a comprehensive statistical analysis of the purchasing power of social assistance at childbirth and child care in Ukraine over the period from 2017 to 2025. The article is a continuation of a statistical study initiated by the author in 2016–2017. It examines the evolution of the state support system for families with children, with particular emphasis on regulatory frameworks, structural changes in the composition of social payments, and the mechanisms of their disbursement. The study highlights that from 2017 to 2023, the amount of social assistance remained fixed and failed to reflect inflationary trends, resulting in a significant decrease in its real value and its capacity to meet the actual needs of households with children. Starting from 2024, a new model was introduced, linking the amount of assistance to the minimum wage, which marked a positive step toward increasing its effectiveness. The article provides a detailed evaluation of monthly household expenditures based on official statistics, develops a purchasing power index for each year of the analyzed period, and presents a comparative table and graphical representation of its dynamics. The research proves that the index increased from 0.27 in 2017 to 0.72 in 2025, indicating a relative improvement in the adequacy of state support. However, full coverage of household needs has not yet been achieved. The main trends in changes of purchasing power indices have been identified. The graphical method was applied to illustrate the observed trends. The calculation of the purchasing power index is based on the comparison between the monthly amount of assistance and household expenditures. The study emphasizes the necessity of incorporating regional cost-of-living coefficients, demographic indicators, and inflation differentials when designing and adjusting social policies. It argues for the development of an adaptive and targeted approach to financial aid distribution, ensuring social equity and economic sustainability. The findings may serve as a foundation for enhancing the methodology of statistical monitoring, refining budget planning procedures, and optimizing the system of state social guarantees in Ukraine.

The article is devoted to the study of the directions of institutional support for the application of innovative approaches in the economic transformation of the activities of subjects of the … The article is devoted to the study of the directions of institutional support for the application of innovative approaches in the economic transformation of the activities of subjects of the national economy and the development of the innovative component of business in order to ensure the stabilization and efficiency of their activities, competitiveness and innovative development of business in modern conditions of functioning in Ukraine. A study of publications of scientists on the normative and scientific definition and justification of economic categories: innovation, innovative activity, innovative business was conducted. It was analyzed on the basis of publications of scientists that promising directions for institutional support for innovative business are: cooperation of educational institutions and industry in the field of development and research; expansion of the share of ICT exports; increase in the efficiency of activities and the number of innovative enterprises, growth in the output of products with a higher share of added value, and the implementation of innovative business, which is based on innovative activity, is not possible without the use of innovative infrastructure, which requires institutional support for the implementation of all business processes, including innovative ones. Carrying out persistent transformation for subjects of the national economy in the system of ensuring the effectiveness of their functioning, competitiveness and development of activities at the macro-, meso-, mini-, micro-, nano-levels of research objects requires institutional support. But the method of such an assessment for subjects of other branches of the national economy in addition to the agri-food business requires clarification of the direction of activity and the scale for such an assessment. It is proven and substantiated that the institutional support for the development of innovative business and carrying out parity restructuring on the basis of persistent transformation for subjects of the national economy can be local governments and state authorities of Ukraine, owners and management of the business entity, investors and creditors, which is relevant in modern conditions of the functioning of the economy and its subjects in modern conditions.

Society that ignores the development of new technologies and refuses to implement them into life is doomed to stagnation. Just invention and application of innovative technologies allow countries to overcome the deep crisis and depression, giving people opportunities for creation of new forms of economic activity, means to improve products quality and increase profitability, science development and economic growth. The current stage of human development is called "informational" because, after previous technological cycles, it was information technologies that began to change the social and economic principles of interaction in society. At the same time, they remain expensive and inaccessible to most companies and customers. Because of this, some processes of informatization can proceed slowly. This article, using data from the State Statistics Service of Ukraine and the World Bank, presents what transformations in Ukraine are caused by information technologies. To gain this aim, data for the period of 2005-2023 were studied and as a result graphical analysis was conducted for some key indicators of information technologies application. There are such parameters as share of people in the population who use Internet technologies; volume of sales (goods, services) of enterprises received from e-commerce (thousands of UAH); share of the number of enterprises whose employees have remote access in the total number of enterprises by access capabilities; share of enterprises that conducted Big Data analysis in appropriate ways; share of the number of enterprises that had a website in the total number of enterprises by website functionality; share of the number of enterprises that applied ICT security measures in the enterprise's information and communication systems in the total number of enterprises; share of enterprises in Ukraine that hired IT specialists or provided training in relevant areas.

The regulatory and legal framework governing their operation is analyzed, including the Constitution of Ukraine, relevant laws, and subordinate regulations. The study examines the key information resources of the Unified Social Information System (USIS), such as the Register of Providers and Recipients of Social Services, the Register of Housing Subsidy Recipients, the Register of Persons Entitled to Benefits, the Disability Data Bank, the Internally Displaced Persons Accounting System, among others. The purpose of the article is to provide a comprehensive study of the administrative and legal framework for the formation and maintenance of registers in the social protection system of Ukraine, to analyze the functioning of key information systems and registers, and to determine the feasibility of introducing a sectoral register of social protection registers. The methods used include systems analysis, formal legal, and comparative legal methods. The article critically examines the universal concept of creating a unified state «register of registers», which raises concerns regarding its application in the social sector, given the specific legal requirements for the processing of personal data. As part of the research novelty, an alternative approach is proposed – developing a sectoral register of social protection registers. This model is aimed not only at improving management efficiency and data exchange between subsystems but also at enabling integration with information systems in other sectors (such as healthcare, education, and environmental protection), while preserving the sectoral specificity of social protection. The findings can be used in drafting regulations governing the structure and operation of information systems in the field of social protection and in implementing digital solutions in public administration. It is an undeniable fact that … The article is based on the necessity of the existence of the local self-government model, including the analysis and comparisons conducted in this context. It is an undeniable fact that the initial mechanism of operation of the local self-government model existed in many countries (especially European countries) as early as the Middle Ages. However, after the second half of the 20th century (post-war period), numerous radical reforms carried out in many countries of the world around the theory of state and governance led to the formation of structures oriented towards the basic criteria of democratic principles. Most importantly, the protection of the rights and freedoms of the country's citizens, the focus of socio-economic development strategies covering all demographic categories of society were evaluated as the main factors, and legislative acts were adopted based on normative-legal principles. The results of scientific research conducted in this direction, in turn, formed the inevitability of a state structure that directly covers various categories of social groups of society. Because one of the main reasons for wars, massacres, coups and revolutions that have occurred in all periods of our world history has been the tyrannical establishment of management elements on personal ambitions, the restriction of the moral and ethical values of the human factor. From this aspect, the creation of a structure that will directly bridge the statehood model with society and connect them - the local self-government model - is accepted as the foundation of modern democratic values. The article studies the structure of local self-government on three important elements (human factor, governance, democratic state and civil society), and socio-philosophical, including analytical comparisons, are made in this direction. Also, the innovations of digitalization and automation of customs procedures have been taken into account with the purpose of their wider introduction into the work of customs authorities of Ukraine and subjects are directly involved in the movement of goods and means of transport across the customs border. The relevance of the research topic causes to the introduction of positive experience in updating approaches to the implementation of customs formalities and the system of public administration of customs in Ukraine as a whole on the way to the expected membership in the European Union. The methodological basis of the research is formed by general scientific and special legal methods of scientific knowledge (dialectical, analysis and synthesis, scientific abstraction, forecasting). The purpose of the article is to develop proposals for updating the program regulation of the state customs policy and the development of customs in Ukraine. The Long-Term National Strategic Plan for Digital Development, Digital Transformations and Digitalization of the State Customs Service, the Strategy for Integrated Border Management for the Period until 2025, the Anti-Corruption Program of the State Customs Service of Ukraine for 2023-2025, the National Revenue Strategy until 2030 and the National Economic Strategy for the Period till 2030 have been analyzed by the author. A number of changes and additions have been proposed to them, taking into account: the progress of technical innovations and the importance of cyber protection of data arrays, reducing the impact of human factor and countering corruption challenges while ensuring the achievement of the established KPIs of customs officers, the need to introduce a system of monitoring the implementation of the goals and principles of good governance, specified in the program documents, taking into account the challenges and threats of martial law, the tasks of post-war recovery, as well as entry into global and regional integration formations for the exchange of experience and implementation of the best practices in administration of customs, the establishing inter-institutional interaction.
The scientific article examines the problem of legal regulation of the creation and operation of industrial parks on agricultural lands, which is currently urgent for Ukraine, as it hinders the … The scientific article examines the problem of legal regulation of the creation and operation of industrial parks on agricultural lands, which is currently urgent for Ukraine, as it hinders the effective economic development of rural areas and attracting investments. The current regulatory acts regulating the activities of industrial parks on the territory of our agrarian state, the principles of their creation and functioning are analyzed. Higher education institutions with agricultural orientation also use agricultural lands on the right of permanent use. In this context the possibilities of initiating and creating industrial parks by state-owned higher education institutions are considered. As a result of a comprehensive analysis of the legal regulation of the creation and operation of industrial parks in Ukraine, the effectiveness of the current legislation is assessed, problems and gaps in regulatory regulation are identified. It has been determined that legislative requirements for land plot within the boundaries of an industrial park limit the possibility of creating and operating industrial parks on agricultural lands, which is a negative trend. It was concluded that some entities, in particular, united territorial communities, higher education institutions with agrarian orientation, cooperatives and agricultural cooperatives etc., that own or use property and agricultural land plots and can potentially contribute to ensuring the economic development of rural areas and attracting investments, are actually deprived of the opportunity to be initiators of the creation of industrial parks due to the non-compliance of such land plots with the requirements for their use for an industrial park. Directions for improving the current legislation on the legal regulation of the creation and operation of industrial parks on agricultural lands are proposed. In order to fill gaps in the regulatory framework for the creation of industrial parks the author’s Draft Law of Ukraine “On Amendments to the Legislation on the Creation and Operation of Industrial Parks in Ukraine” is presented, and a corresponding comparative table is also presented.
The article, based on the analysis of scientific research, the current legislation of Ukraine regulating relations in the field of providing budget grants, and exercising financial control, clarifies the current … The article, based on the analysis of scientific research, the current legislation of Ukraine regulating relations in the field of providing budget grants, and exercising financial control, clarifies the current state of legal regulation of exercising financial control over the targeted use of budget grant funds, and also suggests ways to improve legislation in this area. The concept of “budget grant” is highlighted, enshrined in clause 14.1.277-1, clause 14.1, article 14 of the Tax Code of Ukraine, and is distinguished from other types of grants. The types of tax benefits enjoyed by recipients of budget grants, which necessitates the exercise of tax control over their recipients, are highlighted. It was found that the subjects of financial control over compliance with legislation in the field of providing budget grants and their targeted use, which are endowed with the relevant authorities, are: 1) providers of budget grants, which carry out constant control over the fulfillment by entities receiving budget grants of their obligations specified in the grant agreement; 2) main administrators of budget funds, responsible for the implementation of budget programs for providing budget grants, which ensure the implementation of internal control and internal audit, including control over the assumption of budget obligations by providers of budget grants; 3) tax authorities, authorized to exercise control over the use of tax benefits by recipients of budget grants; 4) The State Audit Service of Ukraine, which carries out inspections and state financial audits, both in relation to providers of budget grants, their main administrators of budget funds, and in relation to recipients of budget funds (legal entities), has the right to receive information from all recipients of budget funds (both legal entities, individual entrepreneurs, and ordinary individuals); 5) The Accounting Chamber, which carries out state external financial control (audit) over the use of funds from the State Budget of Ukraine for the provision of budget grants. Each of them has its own object and subject of their control activities, forms of its implementation. It is substantiated that in the context of the development of domestic legislation on the consolidation of new types of budget grants and other grants, including those provided at the expense of EU funds, the expansion of the circle of budget grant providers, the need to increase the responsibility of budget grant recipients for the targeted use of their funds and the prevention of other violations of the public financial interest, there is a need to: 1) attribute relations regarding the provision of budget grants to the subject of regulation of the Budget Code of Ukraine; 2) enshrine in the budget legislation the essential terms of the budget grant agreement; 3) enshrine in Article 22 of the Budget Code of Ukraine the right of administrators and recipients of budget funds to carry out checks on compliance with contractual terms by recipients of budget grants, their obligation to notify the competent (law enforcement) state bodies of the facts of identified violations; 4) enshrine in Article 50 of the Budget Code of Ukraine the right of tax authorities to collect debts that arose in connection with violations of the requirement for the targeted use of budget grant funds, and the detection of fraud; 5) stipulating in the Code of Administrative Procedure of Ukraine that disputes in the sphere of relations on receipt and use of grant funds provided at the expense of budget funds belong to the subject of administrative proceedings. The relevant powers of tax authorities should be fixed in Articles 19-1 and 20 of the Code of Administrative Procedure of Ukraine, and in Article 95 of the Code of Administrative Procedure of Ukraine, the features of the procedure for their collection should be separately fixed.

The author examines South Korea’s foreign policy and economic strategies at various historical stages of its development. Using the historical-chronological method, the author analyzes strategies aimed at attracting foreign investment, expanding export markets, and supporting domestic products, as well as measures taken after the Asian financial crisis. The role of economic diplomacy in the process of South Korea’s transformation into one of the world's leading economies is determined. The article also explores the impact of South Korea’s diplomatic initiatives on national economic development and its position in the global economic system. Special attention is given to the functions of economic diplomacy, such as concluding free trade agreements, organizing forums and missions, and entering foreign markets. The article concludes that the country’s economic diplomacy plays a crucial role in shaping the modern digital system, developing artificial intelligence, supporting innovative projects, and actively participating in global initiatives. The author analyzes the conceptual and ideological foundations of South Korea’s foreign policy in the 20th and 21st centuries, including the concepts of “middle power,” “soft power,” “creative economy,” and economic nationalism. Theoretical foundations of the issue, scientific studies in this field, statistical data, and official documents are examined. The study employs historical-chronological and comparative analysis methods, along with information systematization techniques. Along with studying South Korea’s experience in economic diplomacy, the article identifies that, under conditions of modern global instability, the country’s economic diplomacy faces a number of complex challenges related to mitigating and addressing critical threats in international relations. The research results contribute to the study of South Korea’s economic strategy and economic diplomacy and can be useful for analyzing the global economic situation and international relations issues.

It is crucial to have sufficient resources to address macroeconomic challenges since economic vulnerability can worsen risks, threats and instability, ultimately resulting in greater inequality. The article aims to investigate the influence of EU macro-financial stability on the economic security among EU member states with different development levels. Indicators that serve as the foundation for assessing the Macroeconomic Imbalance Procedure (MIP) have been chosen for studying the economic security of advanced, emerging, and developing economies within the EU. Studies utilizing correlation and regression analysis have revealed an interconnection between the EU’s macro-financial stability and its member countries’ economic indicators. This correlation is found to be significant regardless of the country’s level of development. The findings highlight the vulnerability of national economies to macro-financial shocks within the EU and the potential adverse effects on the economic security of member countries. Insights into the impact of macro-financial stability on economic security help identify destructive trends and risks arising from macro-financial destabilization, proving beneficial to EU members and countries aspiring to EU membership. The novelty lies in establishing the link between financial stability and economic security of EU member countries at the macroeconomic level, regardless of their development level, and elucidating potential consequences of macro-financial destabilization on economic indicators.

The purpose of this article is to substantiate the main conceptual and applied principles of stimulating investment in reconstruction and recovery projects in Ukraine, taking into account current global challenges, the needs of the Ukrainian economy for recovery and modernisation, the principles of public-private partnership and sustainable development, and the requirements of transparency and protection of investors’ interests. Methodology. In the course of the study, a set of general scientific and special legal methods was applied. The author uses the systemic-structural and functional methods to analyse investment mechanisms. The logical and normative method allowed the author to identify areas for improvement of current legislation. The method of comparative analysis was used to compare the national experience with the practice of the EU countries and international organisations. Synthesis and generalisation were used to formulate proposals for the introduction of institutional mechanisms to increase investment attractiveness. Results. The article reveals the peculiarities of the current institutional environment for investment in Ukraine, identifies the main barriers, including distrust of the judicial system, lack of proper protection of investors’ rights, and poor coordination between donor assistance actors. Four groups of incentive mechanisms are systematised: fiscal, financial, regulatory and institutional. Particular attention is paid to the feasibility of introducing ESG criteria, digital registers, transparent monitoring of investment projects, and public diplomacy as a factor in shaping Ukraine’s image. The author substantiates the concept of a new generation investment agreement as a tool for strategic partnership with fixing the state’s obligations, performance indicators, protection mechanisms and transparent dispute resolution. Originality. For the first time, the author comprehensively proposes a model of an institutional ecosystem for investment promotion based on trust, publicity, regulatory coherence and international integration. The author introduces the concept of a new generation investment agreement as a flexible legal mechanism with the potential to adapt to risks and attract investors in difficult post-crisis conditions. The author proposes to differentiate investment agreements depending on the type of project, region, and form of state participation. Practical significance. The results of the study can be used in the process of formulating state policy in the field of investment, improving the regulatory framework for investor protection, developing international technical assistance projects, creating special economic zones, and implementing industrial parks. The proposed approaches are relevant for public authorities, business associations, foreign donors and investors operating in Ukraine.

The purpose of this article is to outline the main directions of development of corporate legislation in the context of its adaptation to EU law. Also, to solve a number of problems that we will face in the transition period after the abolition of the Commercial Code of Ukraine. Methodology. Among the philosophical, general scientific and special scientific methods used in the presentation of judgments, analysis of the content of current legal acts of legislation, relevant EU directives and regulations in the field of corporate governance, the following were used: formal-logical and system-structural methods. A comparative analysis was carried out, comparing corporate governance norms and practices in Ukraine and the EU countries. Systemic analysis is the consideration of corporate governance as a complex system influenced by various factors, including legislation. Scientific novelty. The scientific novelty of the article lies in the study of the extent to which the abolition of the Commercial Code of Ukraine brought Ukraine closer or further away from European corporate governance standards, and the study of the adaptation of Ukrainian companies to the new conditions of corporate governance regulation. The author analyzes specific aspects of corporate governance (e.g., shareholders' rights, supervisory boards, information disclosure) in the context of the abolition of the Commercial Code of Ukraine and European practices. An in-depth study of certain elements of corporate governance may reveal new trends and problems. Results. The author identifies key changes in corporate governance regulation in Ukraine after the abolition of the Commercial Code. Comparative analysis of corporate governance practices in Ukraine and EU countries. Identification of the degree of compliance of Ukrainian legislation and practices with European standards. Identification of potential problems and risks associated with the abolition of the Commercial Code of Ukraine for corporate governance. Theoretical generalizations on the impact of legislative changes on corporate governance in the context of European integration are investigated. Practical significance. The results of the study can be used in the development and improvement of corporate governance legislation in order to harmonize it with EU law. The purpose of the article is to analyze the legal bases of organizing the activities of entities of the Formation and Implementation of state policy in the sphere of national minorities (communities), determine the features of their legal status, as well as substantiate priority directions for improving the institutional mechanism for forming and implementing such state policy. Methodology. The methodology includes a comprehensive analysis and synthesis of available scientific and regulatory material, as well as the formulation of relevant conclusions and proposals. During the research, the following methods of scientific knowledge were used: formal-legal, comparative-legal, systemic-structural, logical-semantic and others. Results. It has been established that the effective formation and implementation of state policy in the sphere of national minorities directly depends on the presence of a coordinated, holistic institutional mechanism. Today, the organization of such an institutional mechanism is characterized by a ramification of the system of entities with different statuses, whose powers and activities often remain insufficiently balanced and coordinated, as well as by the significant role of national minorities themselves in the implementation of relevant state policy. Originality. It is substantiated that improving the legal status of entities of formation and implementation of state policy in the sphere of national minorities requires streamlining and detailing the legal bases of their functioning, eliminating existing gaps and collisions, strengthening coordination between executive bodies and civil society institutions, as well as ensuring responsibility and political impartiality in the formation and implementation of state policy in the sphere of national minorities. Practical significance. In particular, … The article examines the key aspects of the national and cultural component of Ukraine's humanitarian policy in the field of preserving the cultural heritage of the Ukrainian people. In particular, it is noted that the basis of the state's humanitarian policy is its national and cultural foundation, since it forms the content and goals of public discourse of a state-building and consolidating nature, which is a prerequisite for the unity of the nation, in particular in the context of the Russian-Ukrainian war.The authors believe that the dominant vectors of humanitarian policy are the establishment of a meaningful and constructive dialogue in society and the introduction of innovations in the field of culture with a general civilization and European integration content, as well as the elimination of Soviet narratives and manipulations. The author identifies the list of fundamental international regulatory documents on the regulation of cultural heritage preservation and emphasizes that after Ukraine declared its independence in 1991, it developed its own legislative framework designed to regulate the preservation of cultural heritage as a fundamental component of the state's humanitarian policy. The author points out the range of priority problems in the field of preservation of the national cultural heritage: the formation of a new methodology for the identification, scientific research, accounting,classification, restoration, museification, and digitalization of cultural heritage objects available in Ukraine.The authors of the article emphasize that one of the important issues in the field of cultural heritage preservation in Ukraine is the personnel policy to facilitate the full functioning of the entire vertical of institutions and subordinate structures. At the same time, the issue of financing the material and technical base for preserving the integrity of cultural heritage has become dominant in the categoryof solutions.The authors conclude that it is extremely important for Ukraine, as a state fighting for territorial іntegrity and state independence, to achieve full assertion of its national subjectivity in the geopolitical sense, appealing to the issue of preservation of cultural heritage as one of the components of the state's humanitarian policy. That is why the need for further improvement of the current legislation in this institutional area, its verification in relation to international standards and norms of international law, is becoming increasingly important.

The relevance of the study is due to the transition to the information society and the active development of information and communication technologies (ICT), which have a significant impact on … The relevance of the study is due to the transition to the information society and the active development of information and communication technologies (ICT), which have a significant impact on various spheres of life. The study found that Ireland is a model for the development of the information society. This country has made significant progress in the field of information and communication technologies and can serve as an example for other countries, such as Ukraine, that are seeking digital transformation. It is shown that over the past fifty years, the Republic of Ireland has significantly developed its electronics industry, which has contributed to job creation and economic growth. An important role in this process has been played by the Information Society Steering Committee, which develops strategies and initiatives to maximise the benefits of ICT. As of 2024, the digital economy of the Republic of Ireland is estimated at 13% of GDP, which corresponds to 50 billion dollars. More than a thousand digital companies are active in the country, including such giants as Apple and Google. The stable growth of the ICT market demonstrates the importance of digital solutions for the economic development of the Republic of Ireland. It is argued that the national projects of the Republic of Ireland are aimed at digital transformation in line with the EU’s goals by 2030. The introduction of the Internet of Things technologies and the concept of smart cities are actively developing in various sectors, such as healthcare and transport. However, there are problems with control over information processing in Ireland, which require improvement of the legislative framework and allocation of additional resources to address them. The Republic of Ireland is actively working on the digitalisation of public services and the introduction of open data, which increases the transparency of governance. The digitalisation strategy includes the creation of online platforms and the development of digital skills among the population. Despite successes, such as the high level of digital skills, the Republic of Ireland continues to strive to improve the infrastructure and accessibility of electronic health records as part of a broader digital transformation strategy. It has been proven that the contribution of information technology to the economic growth of the Republic of Ireland has been a major factor in its transformation into the “Celtic Tiger” of Europe, thanks to the strategy of attracting foreign investment in high-tech sectors. The development of information and communication technologies in the Republic of Ireland is supported by public investment, a developed telecommunications infrastructure and low prices for services, which increases its competitiveness in the global market. EU membership also helps to attract investment, but Ireland faces challenges such as a shortage of skilled workers and dependence on multinationals, which limits the universality of its experience for other countries.

In turn, it is important for … Local governments play a very important role in promoting the country's sustainable development, as they greatly influence the country's economic, social and territorial development. In turn, it is important for residents of municipalities to see that changes are taking place as a result of their participation. One of the ways of involving residents is through a participatory budget. Successful cooperation experience could promote greater trust of residents in their local government, better understanding of the activities of the local government. Democratization and decentralization of public administration are currently relevant in Latvia. In 2025, a participatory budget, which is required by law, must be introduced in all local governments in Latvia. In Latvia, less than half of all 43 local governments have tested a participatory budget by 2025. The association "Public Policy Centre PROVIDUS" has been a support and advisor to local governments, encouraging local governments to take steps towards cooperation with residents and to improve this process with each passing year. The aim of this study is to investigate the inclusion of residents in the management of municipal processes through participatory budgeting. Recognizing the importance of residents' involvement in the participatory budgeting process, the study will analyse the awareness, understanding and opinion of residents of all Latvian municipalities about the participatory budgeting process. The theoretical part of the study uses a monographic or descriptive method, but a survey of randomly selected respondents covering all local governments in the country is used to obtain primary data. The results of the study will allow Latvian municipalities to understand the significance and importance of participatory budgeting.

At wartime, companies prioritize crisis management, financial stability and operational … Corporate governance is the primary driver for economic stabilization and the facilitation of recovery processes during and following a war. At wartime, companies prioritize crisis management, financial stability and operational continuity. At post-war period, initiatives focus on long-term reconstruction alongside endeavors to attract investments and implement regulatory reforms. This study investigates corporate governance in Ukraine comparing wartime and the post-war period, encompassing legal, economic and managerial perspectives. Qualitative methods include content assessments of legal frameworks, official statements, business disclosures and reports. This study indicates that wartime governance prioritizes emergency decisionmaking and coordination with both state and international entities, while post-war governance is defined by financial transparency, institutional change and the necessity for modernization. The paper concludes that strategic changes and ESG integration are essential factors for enhancing resilience and investment appeal. Coordinated governance among government, business and international partners is essential for the efficiency of post-war recovery effort.

The study is … The article analyses the peculiarities of tax regulation in Ukraine under martial law, which is due to the need to ensure economic stability and finance defence needs. The study is based on the analysis of the basic legislation, the practice of applying tax exemptions and preferences, and international experience. The key challenges associated with the current legislative mechanisms are identified, in particular, the efficiency of the rule-making process in the context of limited public discussion, unequal conditions for taxpayers in different territories and the risks of tax evasion. The author considers the role of tax benefits and deferrals to support taxpayers, as well as the practice of law enforcement and liability for violation of tax legislation. The author suggests ways to improve the tax system based on international experience to maintain stability in the context of a protracted armed conflict. Further research into the adaptation of international experience to Ukrainian realities is promising.

In the current crisis situation … The article examines the ability of civic initiatives to form new social connections and propose innovative solutions in response to challenges arising in wartime conditions. In the current crisis situation caused by the war in Ukraine, the role of civil society becomes particularly important, as it is through community activism that effective ways to overcome difficulties can be found. Supporting such initiatives is critically important for strengthening civil society and ensuring resilience in times of crisis. The article also emphasizes that the social connections formed during the implementation of civic initiatives and projects contribute not only to solving urgent problems but also to fostering trust and cooperation among community members. The conclusions of this work can serve as a basis for developing strategies to support civic engagement, which, in turn, will promote positive social changes in society.

Based on the science … The current paradigm of national energy security, based on risk analysis, is conceptually flawed and practically ineffective in the current conditions of globalization and growing uncer-tainty. Based on the science of complexity, synergetics, and self-organization theory, the ne-cessity of transition from a strategy of predictable protection to a strategy of adaptive security is substantiated. An approach to building a resilient energy infrastructure based on the identifi-cation of system invariants and the targeted stimulation of emergent properties inherent in complex systems is proposed: self-organization, autopoiesis, and adaptive variability. Drawing on the example of Ukraine, the feasibility of forming a national program to ensure the adaptive resilience of the energy system is considered, combining massive decentralized local genera-tion, economic incentives to boost resilience, and strategic technology transfer. It is also con-sidered how the synergistic approach can be used to develop high-performance data centers, artificial intelligence infrastructure, and advanced research institutes, turning excess energy in-to a driving force for national intellectual and economic growth.
